The Ministry of Road Transport and Highways has proposed amendments to the eligibility criteria for setting up of Automated Testing Stations (ATS) to conduct fitness tests of vehicles. A notification has been issued by the government in this regard. According to this, a vehicle registered in one state can be tested in another state to enable it. Along with this, these ATS centers will also have to declare during the course of investigation whether the time of the tested train is over or not.

The Ministry has issued a draft notification dated March 25, 2022 to amend the rules for recognition, regulation and control of Automated Testing Stations (ATS). Earlier it was published on September 23, 2021. The result of the fitness test will also be released in an automatic manner so that there is no scope for any discrepancy in it. In the fitness test, the signals for checking the vehicles directly will be sent by the machine directly to the server.
Some new devices have also been added for testing electric vehicles. A standard format for test results has also been added. Its objective is to provide convenience to vehicle owners and promote ease of doing business.

The government plans to make the fitness test of vehicles mandatory through ATS in a phased manner from April next year. The requirement will be implemented in a phased manner. According to the draft notification, the fitness test will be mandatory for heavy goods vehicles and heavy passenger motor vehicles through ATS with effect from April 1, 2023. The requirement will be made mandatory with effect from June 1, 2024, in the case of medium goods vehicles and medium passenger motor vehicles and light motor vehicles.
