The issue of ‘old pension system’ has become hot in the midst of Uttar Pradesh elections. On Wednesday, the Ashok Gehlot government of Rajasthan has put a master stroke on this issue. Presenting the annual budget of the Rajasthan government, Chief Minister Ashok Gehlot said, “We all know that the employees associated with government services should feel secure about the future, only then they can make their invaluable contribution towards good governance during the service period. For all the personnel appointed on and after January 1, 2004, I announce to implement the pension scheme before the coming year. In the UP elections, SP chief and former CM Akhilesh Yadav has also announced that the old pension system will be implemented as soon as the SP government is formed in the state. The Kerala government is also considering the issue. The ‘Old Pension’ system is already implemented in the Government of West Bengal.
Experts say that former Congress President Rahul Gandhi has raised the issue of old pension. Priyanka Gandhi has also been speaking on this issue. Rahul Gandhi’s thinking has been told behind this decision of the Rajasthan government. The old pension system can be implemented in other Congress ruled states also. All India Defense Employees Federation General Secretary C. Sreekumar said that a big agitation would be organized on this issue. Apart from the central government, the Chief Ministers of various states will be requested to implement the old pension system. The central government has been asked to withdraw its NPS money and deposit it in the GPF account by charging interest on the amount deducted from the employees since January 1, 2004.

Many employees have approached the court regarding old pension. Dr. Jitendra Singh, Minister of State in the Ministry of Personnel, Public Grievances and Pensions had said last year, after considering all relevant aspects and to reduce further litigation, an important decision has been taken. In all cases where the results of recruitment against vacancies occurring on or before 31st December 2003 were declared before 1st January 2004, the candidates declared successful for recruitment under the old pension scheme i.e. Central Civil Services (Pension) Rules, 1972 will be eligible to be covered under This means that such candidates working in various Ministries and Departments of the Central Government will be given one last chance to join the ‘Old Pension Scheme’.

He says that the jawans are not happy about the salary allowances in central security forces like BSF, CRPF, ITBP, SSB and CISF. The soldiers of these forces have been denied many facilities as compared to the army. The Indian Army was also given ‘One Rank One Pension’, but the old pension is also not being given to the paramilitary forces.
