Congress MPs Manish Tewari and Gaurav Gogoi, Bahujan Samaj Party MP Ritesh Pandey and RSP MP NK Premachandran opposed the introduction of this bill in the Lok Sabha, terming it against the Indian federal structure and the basic spirit of the Indian Constitution. It was argued on behalf of the opposition parties that the right to make laws regarding the municipal corporations in Delhi is not with the Parliament but only the Delhi Legislative Assembly.
During this, there was a heated debate in the Lok Sabha between BSP MP Ritesh Pandey and BJP MP Ramesh Bidhuri.
Rejecting the arguments of the opposition parties, Minister of State for Home Nityanand Rai said that this bill has been introduced in the House under 239 (a) and Parliament has every right to make or amend the law related to the Municipal Corporation of Delhi. .
Rai further said that while bifurcating the Municipal Corporation of Delhi 10 years ago, the thought that it would improve civic amenities – increase, benefit the people and welfare of the employees, nothing like this happened. Therefore, this bill has been brought to improve the condition of salaries in the Municipal Corporation, bring uniformity in administration and integration of the three municipal corporations in the interest of Delhiites.
