New Delhi. While politicians are busy campaigning, top bureaucrats in the capital Delhi are sweating at midnight to prepare a ‘100-day action plan’ for the next government. Prime Minister Narendra Modi has entrusted him with this responsibility on March 3. All the secretaries of the government have been made part of 10 regional groups and they are working on a 6-point plan. A presentation is also being given to the Cabinet Secretary to finalize the blueprint by the end of May. Work is also being done on weekends and holidays.
Sources said PM Modi held a 9-hour long meeting with all the secretaries on March 3 and said, ‘This election will be different… regular work will continue despite the elections… despite the election season, the bureaucracy feels continuity.’ He told the officials that under his government the bureaucrats had forgotten what a Sunday was and also asked them to think bigger. PM told bureaucrats that when I come back in June, I will review the 100-day and 5-year plan and after completion of PM’s review, NITI Aayog meeting with all Chief Ministers to explain the plans by the third week of June Expect to be called.

According to information received by AnyTV, the vision of the first 100 days is moving towards a highly citizen-empowered government on technology adoption, digital empowerment and use of Artificial Intelligence. The 6 building blocks identified by the Secretaries for the 100-day plan are – Macroeconomy, Empowered Citizens, Thriving and Sustainable Economy, Technology and Innovation Leadership, Effective Governance and India as Vishwabandhu. The focus in the first 100 days is expected to be on greater empowerment of citizens, strengthening institutions, clearly defined goals and targets, data-driven governance and review of rules.

According to sources who spoke to AnyTV, some of the key steps include ‘Jan Vishwas 2.0’ steps to review laws to reduce compliance burden on citizens, enactment of anti-paper leak bill, new Right to Services Bill. Creation of a new system for digital delivery of all citizen services, launch of a pilot project of e-passport, digitization of 100 crore pages of district and subordinate court cases, approval of projects worth Rs 4,000 crore for North-East, 6 Announcement of new foreign missions and two consulates and a global media and entertainment summit to be held soon.

A source said many people thought the March 3 meeting with the PM was a ‘farewell meeting’ to the government’s second term, but Modi sat for nearly nine hours with secretaries and then with the Council of Ministers. The 100-day plan was also practiced by Modi in 2019, but sources said the current exercise is different as the agenda has been presented at a higher level. A source said, ‘The 100-day plan is included in the 5-year plan, which in turn is part of Vision 2047. Modi government is working on a large scale.
Talk on Tamil language also
The source said the Prime Minister has also asked whether a committee can now be formed to study the changing demography of the country in terms of more nuclear families and senior citizens living alone? It has also been suggested that the official correspondence of the Central Government should be in Tamil besides English and Hindi, because the Prime Minister has recently talked about promoting Tamil in an interview. PM Modi has also asked officials to focus on the North-East, remove regional imbalances and increase the country’s participation in global institutions. There is likely to be a comprehensive review of IAS training and cadre allocation rules in the first 100 days of the new government. The main emphasis of PM Modi is on satisfaction approach to deliver government schemes to the last person.

Some of the important themes on which the 100-day plan is being prepared are ‘Women-led Development’, ‘Green Economy beyond Survival’, ‘Cities as Vibrant Socio-Economic Hubs’ and ‘India for the World’ A start-up ecosystem is being formed. If voted to power, the Modi government will also work on the National Litigation Policy in its third term. Will sign extradition treaty with Italy and will also work on the reform of DD News and Prasar Bharati.
