Specially handicapped persons have to face many problems regarding getting DL made.
Changes in Motor Vehicle Act will happen soon
A vehicle designed for use by physically challenged people is known as invalid carriage, and soon such vehicles may be addressed as “Adapted Vehicle” in the Motor Vehicles Act. If you are also troubled by this kind of problem, then this article of ours is for you. Let us tell, how you can get the DL without any hassle.
First upgrade your vehicle
Obtaining a driving license for people with disabilities has become very easy today by following the government orders. You can make practically any car ‘disability friendly’, plus some companies now do car upgrades for people with disabilities.
So first of all find your suitable vehicle and go to RTO with paperwork like address proof, ID proof, car insurance, etc. (For more details you can visit RTO website of your local area). There you will also need to carry a Form 20 with the class of vehicle listed as Invalid Carriage.
Get these documents inspected in RTO
This is followed by Disability ID Card and Disability Certificate, two copies of Chassis Number on two sheets of paper (done by pencil sketching), and a covering letter (in which RTO to register your automobile as invalid carriage and request for tax exemption) Take all these documents and give it to RTO to inspect your vehicle.

After that go ahead with the form submission process. Remember that no registration fee is charged from people with disabilities. Because you also have the provision of exemption in Road Tax. Once the paperwork is accepted at the office, you will be asked to come back in a week to collect the RC book/card.
Note: A fee of around Rs 120 may be required here to “change your car” to invalid carriage. But check that the vehicle class is invalid carriage, and that the colour, engine and fuel are written correctly.
