At least the court should issue an order to maintain status quo on the matter. On this CJI Ramanna says that we have not seen the paper yet. No order can be issued without seeing the paper. The Supreme Court has said that the matter is ready for hearing, but the court has Refused to take urgent hearing and take any kind of decision.
