Union Public Service Commission After completion of three stages of the examination i.e. UPSC exam, preliminary, main and interview, the result was declared on 16 April 2024. Lakhs of candidates appear for the preliminary examination and thousands for the main examination. After this a few thousand candidates appear for interview. Every year the dream of a few hundred aspirants is fulfilled and they become IAS, IPS, IFS, IRS and IFoS. Interview is the last stage of Civil Services Examination. It is also called personality test. But do you know how the interview panel is formed? Who are the people on the panel? Who is responsible for constituting this panel?
The interview board of Union Public Service Commission consists of 5 members. If a candidate gives interview in Hindi, Tamil, Telugu or any other Indian language, then along with 5 members, one person is also present as an interpreter in the interview board. His job is only to solve language related problems. The interview board consists of a chairman and four members. A member of the Union Public Service Commission is made the Chairman of the Board. Of the other four members of the interview board, two to three are bureaucrats. Generally, officers of the level of Joint Secretary or senior to him are invited to join the interview board.
There is at least one female member in the panel
The UPSC Interview Board has at least one member from the academic field. Most of the times these are people of the level of Vice Chancellor or Professor of a university. The Commission tries to ensure that at least one of the five interviewing members is a woman. However, this is not a mandatory rule. Nevertheless, the candidate should be prepared that there will be at least one woman member in the board. The members of the interview panel are selected on the basis of their qualifications, experience and expertise. They have unique experience. At the same time, while constituting the panel, things like gender, religion and regional representation are also considered to ensure a bias-free, inclusive and equitable evaluation environment.

What is the responsibility of the Interview Board Chairman?
The UPSC interview is initiated by the Board Chairman. Generally, it is the Chairman who introduces the candidate to the other four members. He reads out some important points of the candidate’s biodata to the panel. This makes it easier for all members to decide what kind of questions to ask the candidate. At the same time, all the members have a record of the information given by the candidate in the main examination form. On the basis of this also they can ask any question to the candidate. The Board Chairman initially asks basic questions related to the biodata. Their first responsibility is to reduce the candidate’s stress and make him comfortable. After this he asks the members to ask questions.

Who appoints the Chairman of UPSC?
UPSC Interview Board evaluates the candidates in areas like social qualities, knowledge of current affairs and intellectual abilities. Let us tell you that UPSC interview is of 275 marks. Ultimately the boards decide the suitability of the candidate for public service. Article 316 provides for the appointment and tenure of UPSC interview panel members. The President of the country appoints the chairpersons and members of the Public Service Commissions for the Union and Joint Commissions. At the same time, the Governor of the state appoints members for the state commissions. About half the members of the Commission should have at least 10 years of experience in the Central or State Government.
How many years is the tenure of the members of the commission?
The tenure of the members of the Commission is 6 years from the date of appointment or till the age of retirement, whichever is earlier. The age limit is 65 years for Union Public Service Commission and 62 years for State or Joint Public Service Commission. Members can submit their resignation in writing to the President for Union Public Service Commission or to the Governor for State Commissions. After the expiry of their tenure, members cannot be re-appointed to the same post. When the Interview Board Chairman is absent or temporarily unable to perform his duties, his responsibility is assumed by another Commission member appointed by the President or the Governor of the State.
