Criminal Procedure Bill 2022 was introduced in Lok Sabha on Monday. The bill was introduced by the Union Minister of State for Home Ajay Mishra Teni. If this bill is passed, then the police will be able to keep a record of every information related to the identity of criminals and detained convicts, accused. However, with the introduction of the bill, the opposition leaders in the house also raised strong objections.
Let us tell you that if this bill is passed by both the houses of Parliament, then it will come into force as law and the existing law related to it The Identification of Prisoners Act 1920 will be repealed. With the implementation of this bill, the powers of the police will increase. Regarding the bill, the Minister of State for Home said that this bill will not only help our investigative agencies but will also increase the prosecution. This is likely to increase the rate of conviction in the courts.
What are the special features of the bill: Its purpose is to preserve the identity of the culprits, criminals. So that it can be used in future. In this, the police will get the right to take measurements of the organs and marks of the criminals for identification. Under this, the police will be able to maintain records like fingerprints, footprints and palm prints, photographs, biological specimens, iris, retina scans, signatures and handwriting of criminals.
Actually, the rule which is there till now is applicable from the time of British. Which has some limits. Let us inform that at present, under The Identification of Prisoners Act 1920, only fingerprints and fingerprints of criminals are allowed to be taken. Apart from this, the order of the magistrate is required.
In the new bill, the police officers will have the power to take all kinds of measurements to identify the culprit who is found guilty in any case. According to the provisions in this bill, it will be necessary for the police officer and the jail officer to give all the measurements related to their identity to the accused and convicts.
Union Minister of State for Home Ajay Mishra Teni said in the Lok Sabha that the existing Prisoner Identification Act was enacted in the year 1920 and only finger and foot print was taken in it. Many things have changed in the world, the trend of criminals to commit more crimes has increased, so we have brought the Criminal Procedure Identification Act 2022.
