Jaipur , Chief Minister Ashok Gehlot said that no person is above the law, keeping this spirit in mind, the police should ensure fair action in every case. He said that it is the primary duty of the police to bring justice to the victim. Any negligence in this is not tolerable. He said that from the police station to the police headquarters level, the grievances of the complainants should be removed by hearing them sensitively. Strict action should be ensured against hardcore criminals and organized crimes.
Shri Gehlot was addressing a two-day meeting of Inspector Generals of Police and District Superintendents of Police organized at the Chief Minister’s residence through video conference on Thursday. He said that the state government was strengthening and modernizing the police department with commitment. There is no shortage of resources. Now it becomes the responsibility of the police to discharge the responsibility of curbing crimes in the state and providing speedy justice to the victims with full dedication.
Expressing concern over the deaths in police custody, the Chief Minister said that such incidents should be strictly stopped. The superintendent of police should ensure that there are no deaths in police custody. He said that justice delayed is also equal to justice denied. Keeping this in mind, the police officers of all the districts should try to reduce the time of investigation further and bring the cases pending in the police stations to the minimum level. To maintain peace and law and order in the state, adopt innovations and use social media to check misinformation. Senior police officers hold press briefings from time to time regarding serious incidents. He directed that if any policeman is found in connivance with the criminals, then strict action should be taken against them. Action should be taken up to compulsory retirement and dismissal of such policemen. The Chief Minister directed that meetings of committees constituted to give compulsory retirement to such personnel should be organized regularly.
Taking serious note of incidents of assault on policemen by miscreants, Gehlot said that such incidents weaken the Iqbal of the police. He directed that the District Superintendent of Police should put an effective curb on such incidents. In case of any incident, send sufficient force for action or arrest so that incidents like assault with police do not happen. He said that the atmosphere of communalism, tension and violence is increasing across the country. In such a situation, the coming time for the police will be challenging. The Chief Minister said that the police should ensure strict action in such cases as per law, irrespective of caste or religion of the person involved in such incidents. The Chief Minister directed that the Director General of Police and Additional Chief Secretary Home should prepare a protocol for case transfer in CID CB so that only those cases are handed over to CID CB whose investigation is necessary from there. This will reduce the pressure of unnecessary cases on the CID CB and will also improve the quality of investigation. He said that more and more training should be given to women in self-defense skills. This will strengthen their morale and will help in preventing crimes.
Gehlot also directed to stop the incidents of gang war in Shekhawati and other areas of the state, to take seriously the cases of women oppression, untouchability and atrocities against the people of Dalit society and to hear the complaints in a proper environment. He said that the police should also maintain constant communication with the public representatives and the public. Improved hearing system makes it easier for the police to get unbiased feedback, which helps in maintaining law and order.
Taking serious note of the incident of Holi celebration by the police personnel in the presence of the accused at Pallu police station in Hanumangarh district, the Chief Minister directed to take action against all those police personnel who had information about the accused. He stressed on creating awareness and connecting the local people with education to prevent incidents of tattooing, ATM robbery, making counterfeit goods, cheating etc. in Mewat and other areas. He said that cooperation of NGOs etc. can also be taken in this.
Chief Secretary Usha Sharma said that the District Collector and SP should hold meetings every month with various industrial groups for maintaining the confidence among the entrepreneurs and investors regarding law and order.
Director General of Police Shri ML Lather said that the District Superintendent of Police should also regularly inspect the police stations and outposts located in the remote areas of their respective districts. He stressed on stopping other illegal activities including betting in various districts.
