Gurugram. Criticizing the Punjab government for passing a resolution in the Assembly to shift Chandigarh to the state, Haryana Chief Minister Manohar Lal Khattar on Friday said Chandigarh is and will remain the capital of both the states. Talking to media persons here, Khattar said that apart from the issue of Chandigarh, there are many other differences between Haryana and Punjab.
He said that the Central Government has decided to implement the Central Service Rules in the interest of the employees of Chandigarh. He alleged that the Punjab government was misleading the public on the issue.
“This decision will greatly benefit the employees of Chandigarh. Earlier, the employees had to depend on the Punjab government for every order. If there were orders from the Center for allowances or other benefits, Punjab used to issue notifications first. After that. , it will be applicable in Chandigarh.”
Now the notification that the Center will make will be directly applicable to the employees.
He said that the Punjab Government has not yet given the benefit of 7th Pay Commission to the employees, whereas Haryana implemented it in 2016.
Khattar said that Punjab, Haryana, Himachal Pradesh and Chandigarh came into existence under the Punjab Reorganization Act passed in 1966.
“The Act provides that 60 per cent employees of Chandigarh shall be from Punjab and 40 per cent employees shall be from Haryana. Since that time Chandigarh is the capital of Haryana and Punjab,” he said.
The Chief Minister said that not only Punjab and Haryana, people of Himachal Pradesh should also demand their share in Chandigarh.
Khattar said, “In one case, the Supreme Court under the Punjab Reorganization Act had also given Himachal Pradesh possession of more than 7.19 per cent of Chandigarh’s land. It is a different matter that Himachal Pradesh has made its capital at Shimla.”
