13 countries, including India, abstained from voting and two countries, including Russia, opposed the proposal.

In this regard, the United Nations Human Rights Council (UNHRC) voted on a proposal to set up an independent commission to investigate it. 32 countries of the 47-member council voted in favor of it. At the same time, two (Eritrea and Russia) voted against it. Apart from this, 13 countries including India kept distance from voting.
An independent inquiry commission will be constituted immediately
The council said in a tweet that the UNHRC has decided to immediately establish an independent international commission of inquiry into Russia’s aggression against Ukraine. Earlier, the United Nations General Assembly (UNGA) also voted on a resolution demanding an immediate end to the war with Russia, which was supported by most.
They voted and these countries made distance
Countries that voted in favor of the resolution at the UNHRC included France, Germany, Japan, Nepal, the United Arab Emirates (UAE), the United Kingdom (UK) and the United States. At the same time, Armenia, Bolivia, Cameroon, China, Cuba, Gabon, Kazakhstan, Namibia, Pakistan, Sudan, Uzbekistan and Venezuela did not vote, including India.
