Presenting a resolution in the Punjab Assembly, Chief Minister Bhagwant Mann has demanded that Chandigarh be immediately given to Punjab. This proposal has also been passed by the Assembly.
Earlier, Union Home Minister Amit Shah had announced the implementation of Central Service Rules instead of Punjab Service Rules on the employees of Chandigarh. Mann’s proposal has come after this decision. Mann has again reiterated the need to make Chandigarh the capital of Punjab through this proposal. Punjab has been demanding for a long time that Chandigarh should be given as part of Punjab. Today, Chandigarh is the capital of both Haryana and Punjab.
Presenting this resolution in the assembly, Bhagwant Mann said that many such resolutions have been passed in the past. The resolution said, “In order to maintain harmony and keeping in view the sentiments of the people, this House once again recommends to take up the matter of immediate transfer of Chandigarh to Punjab with the Central Government”.
Mann moved the resolution stating that Punjab was reorganized through the Punjab Reorganization Act- 1966. In which the state of Haryana was carved out of Punjab. Chandigarh was made a Union Territory. Since then, there was a balance between the two states under the governance of Chandigarh, which the central government is now trying to eliminate.
He said- “The Center is trying to disturb this balance through its many recent works. Recently, the center has given the option for all the state and central government officials, in the advertisement of the vacant posts of the members of the Bhakra Beas Management Board. Whereas these posts were traditionally filled by the officials of Punjab and Haryana.
Mann further added that likewise the Chandigarh Administration has always been managed by the officers of Punjab and Haryana in the ratio of 60:40. But recently the Center has deployed officers from outside in Chandigarh and introduced the Central Civil Services Rules for the employees of Chandigarh Administration, which is completely wrong.”
This proposal of CM Mann was also supported by Punjab Finance Minister Harpal Singh Cheema. After which the house passed this resolution.
