Delhi MCD Merger: Union Home Minister Amit Shah on Wednesday accused the Delhi government of treating the three municipal corporations of the capital step-motherly and said that the central government has to remove the discrepancies in the policies and resources of the three corporations. A bill has been brought for their integration.
Shah also said in the Lok Sabha that the intention of the then Congress government behind dividing the Delhi Municipal Corporation into three corporations 10 years ago was not clear yet.
Keeping the ‘Municipal Corporation of Delhi (Amendment) Bill, 2022’ in the Lok Sabha for discussion and passage, Amit Shah said that 10 years ago the Municipal Corporation of Delhi was divided into three corporations – North, South and East Municipal Corporations, then this decision The motive behind this is not yet clear.
Shah said that I went through the files, but nothing was found about the intention of the then government for the hasty partition. There was no obvious reason. I don’t even have any proof of what the intention might have been. The Home Minister said that as the reason is not clear, it seems that it must have been a political motive.
There is no uniformity in policies in all the three corporations.
He said that Delhi is the national capital, there is Rashtrapati Bhavan, Parliament is there, there are many embassies and hence many meetings also take place and many heads of state also visit the capital. Shah said that keeping this in mind, it is necessary that all the three corporations should properly take up the responsibility of civil services. He said that after the three corporations operated separately for 10 years, it has been found that there is no uniformity in policies among the three. He said that three corporations of the same city run with different policies. There is also no uniformity in the service conditions of the employees and due to these discrepancies, dissatisfaction was seen among the employees.
Shah claimed that the allocation of resources and responsibilities at the time of Partition was not done after due diligence. He said that one corporation will always be ahead in terms of resources, while the other two will have more accountability. The Home Minister said that due to many such circumstances, the people who reach the corporations after getting elected, face difficulties in their work.
Not enough resources to discharge the responsibility
Shah said that I want to say with responsibility that the Delhi government is treating the corporations step-motherly. Due to this, all the three corporations are not being equipped with adequate resources to discharge their responsibilities. He said that in the amendment bill brought by the Center there is a provision to unite the three corporations because in terms of resource and cooperative perspective, it would be appropriate if a single corporation would take care of the civil services of the whole of Delhi.
Earlier, the government on Friday introduced the ‘Delhi Municipal Corporation (Amendment) Bill, 2022’ in the Lok Sabha, when opposition parties opposed it saying that the introduction of this bill does not come within the legislative scope of this House. It is stated in the Objects and Reasons of the Bill that in the year 2011 by the Legislative Assembly of the National Capital Territory of Delhi, the said Act was amended by the Delhi Municipal Corporation Amendment Act 2011, which led to the bifurcation of the said corporation into three separate corporations.
