Farooq Khan, advisor to Jammu and Kashmir’s Lieutenant Governor Manoj Sinha, resigned from his post on Sunday evening. Officials gave this information. Officials said Khan, a retired IPS officer, is being given an “important responsibility” in the Bharatiya Janata Party (BJP). Khan was instrumental in combating terrorism in Jammu and Kashmir in the 1990s.
There is a possibility that Khan may be given the responsibility of preparing the party for the assembly elections in the union territory. He has been the national secretary of the BJP and has held several positions in the party’s minority front. Although the schedule of the assembly elections has not been announced yet, the officials expect that the elections will be held after October after the current delimitation work is completed by May.
What is delimitation?
Assembly and Lok Sabha seats are delimited from time to time on the basis of population. Under this, the area of assembly and Lok Sabha seats is reorganized. This happens according to the population and area. This work is done by the Delimitation Commission and its decision cannot be challenged in any court. This is done on the basis of the latest census data so that all the seat sharing is practical. Apart from the area of seats, due to this many times there is a change in the seats of the Legislative Assembly or Lok Sabha in the state.
When was the delimitation done for the last time in Jammu and Kashmir
The delimitation of Lok Sabha seats of Jammu and Kashmir has been happening with the whole country, but the delimitation of assembly seats was last done in 1995. The reason for this was that due to the implementation of Article 370, the delimitation of the state assembly was decided under the constitution of the state. At the same time, only the Constitution of India was applicable for the delimitation of Lok Sabha seats. Since independence in Jammu and Kashmir, delimitation of assembly seats was done three times in 1963, 1973 and 1995 only. The last time the delimitation took place was in 1995, when the state had Governor’s Rule and was done on the basis of 1981 census data.
