The third phase of the Graded Response Action Plan (GRAP) has been implemented to deal with air pollution in Delhi. Under this, strict rules have been imposed on the operation of vehicles. Especially efforts are being made to improve air quality by banning the operation of BS-4 diesel and BS-3 petrol vehicles.
Main restrictions implemented:
BS-IV diesel vehicles: Ban on medium-sized non-essential goods vehicles and light commercial vehicles in Delhi. Vehicles registered outside Delhi: BS-4 diesel and BS-3 petrol vehicles can no longer enter the city. Vehicle checking: Intensive checking of vehicles at more than 10 entry points connecting Delhi with Haryana and Uttar Pradesh. The registration and other documents of the vehicles are being checked. Barricading: Vehicle checking has been intensified by installing barricades at many places in the national capital.
As action against vehicles, a fine of ₹ 10,000 is being imposed for not having pollution certificate and even confiscation of the operator of the banned vehicles. The pollution certificate is being checked by the surprise inspection team at the petrol pump.
Why is the third phase of GRAP needed?
Air quality has deteriorated in Delhi-NCR due to adverse seasonal conditions. Under GRAP, strict measures are taken against increasing air pollution in a phased manner. The third phase mainly applies after the air quality index (AQI) reaches the “severe” level.

This step will help in curbing polluting vehicles. The traffic police has taken the lead in strictly enforcing these restrictions. Strict monitoring of entry of vehicles at Delhi’s borders is an effort to improve air quality.
