In fact, on the occasion of Independence Day on 15 August, PM Narendra Modi had said in his address to the nation from the Red Fort that the country has seen the communal civil code and now there is a need for a secular civil code. This statement of PM Modi indicated that his government could bring the UCC law in the Parliament. BJP has always said in its election manifesto that it will implement UCC. BJP says that it has also been said in the Directive Principles of the Constitution that the government of the country will take steps towards implementing UCC. At the same time, the Muslim Personal Law Board and the religious leaders of Muslims and the leaders of the community have been constantly saying that they do not accept UCC under any circumstances. They say that the implementation of UCC will interfere in their personal law.

UCC has been in force in Goa since before independence. This UCC was implemented in Goa by the then Portuguese government. At the same time, in 2023, the BJP government of Uttarakhand decided to implement UCC and also passed a law on UCC from its assembly. The implementation of UCC in Uttarakhand was also opposed by Muslim organizations and religious leaders. Uttarakhand CM Pushkar Singh Dhami has announced the implementation of UCC in his state from October 2024.
