Bhagwan Sahay (English: Bhagwan Sahay, born- 15 February 1905; Death- 6 December 1986) was the second governor of the Indian state of Jammu and Kashmir. He was from Uttar Pradesh. In 1961, Lord Sahay was awarded the Padma Bhushan by the Government of India.
From February 6, 1966 to May 15, 1967, Lord Sahay was the Governor of Kerala. He later became the Governor of Jammu and Kashmir on 15 May 1967 and remained in the post till 3 July 1973. Bhagwan Sahai was an ICS officer and an alumnus of SM College in Chandausi, Moradabad. He was also the Lieutenant Governor of Punjab before his tenure in Kerala. In the 1970s, Bhagwan Sahay led the Committee of Governors, led by former Governor of Kerala, VV Giri, demanded the outline of the guidelines for the constitutional heads. Lord Sahay was the younger brother of Vishnu Sahai, former Governor of Assam.
