His mother, Prabha Singh, raised the family. His ancestral village is located in Amanore, Saran, Bihar. He completed his schooling from St. Michael High School, Patna. Subsequently, pre-university from DAV College, Chandigarh received a BA (Honors) degree in Economics from Chandigarh. He did a law degree in 1985 from Punjab University and a postgraduate in Economics from Magadh University in 1987. After completing education, he served as a lecturer of economics at Anugraha Narayan College, Patna.

Rajiv Pratap Rudy started his political career with student politics. He was elected President of Government College, Chandigarh and later General Secretary of Punjab University Students Union. In 1990, at the age of just 26, he was elected a member of the Bihar Legislative Assembly, making him one of the youngest MLAs of the time. In 1996, he won the election as a candidate of the Bharatiya Janata Party (BJP) from Chhapra Lok Sabha constituency in Bihar and reached Parliament. Being re -elected in 1999, he served as Minister of State for Commerce and Industry in the National Democratic Alliance (NDA) government led by Atal Bihari Vajpayee. Later, he was given independent charge as the Minister of Civil Aviation. In the 2004 Lok Sabha elections, he was defeated by Chapra’s head of Rashtriya Janata Dal (RJD) Lalu Prasad Yadav. In 2010, he was selected from Bihar to Rajya Sabha. In the 2014 Lok Sabha elections, he defeated former Chief Minister Rabri Devi by contesting from Saran constituency. After this, he was appointed Minister of State (Independent Charge) in the Narendra Modi government.
In the 2019 Lok Sabha elections, Rajiv Pratap Rudy won the Bharatiya Janata Party (BJP) candidate from Saran seat in Bihar. He defeated Rashtriya Janata Dal (RJD) candidate Chandrika Rai by a margin of 1,38,429 votes. Rudy received a total of 4,99,342 votes, while Chandrika Rai received 3,60,913 votes. This victory confirms his becoming an MP for the third time in his political career, before he was elected from here in 1996 and 1999. In 2023, he again contested the Lok Sabha elections from Saran and won a clear victory. He defeated Rashtriya Janata Dal candidate and daughter of Lalu Prasad Yadav, Rohini Acharya by 13,661 votes. Rudy received a total of 4,71,752 votes, while Rohini Acharya received 4,58,091 votes.

During his political career, Rajiv Pratap Rudy has also been in some controversies. In 2015, during the Bihar assembly elections, he shared a controversial post on Twitter, which caused him to criticize him and demanded immediate dismissal by the Janata Dal (United).
