Uttar Pradesh Backets First State to Include Upstream Infrastructure Costs in Ev Charging Station Subsidy Framework | EV Charging Stations: EV charging stations in Uttar Pradesh will get big subsidy: Upstream infrastructure cost will also be done now.

Ev charging stations: Taking a historic step towards strengthening the electric vehicle (EV) ecosystem and empowering service providers, the Uttar Pradesh government has approved the inclusion of infrastructure cost of charging stations in the EV subsidy structure. This important decision was taken in May 2025 in a meeting of the High Level Authorized Electric Vehicle Committee (HleevC) ​​held under the chairmanship of Chief Secretary, Shri Manoj Kumar Singh. This initiative is expected to give further strength to the pace of adopting EV in the state.

First time in India: subsidy on upstream cost

This is the first time in India that the eligible fixed capital investment – on the basis of which the capital subsidy is available up to ₹ 10 lakh per unit – now will also cover the infrastructure cost during the policy period. This is a major step towards increasing the capacity and professional viability of public charging stations (PCS). Invest UP has been made the nodal agency for the implementation of this policy in the state.

This amendment made in Uttar Pradesh Electric Vehicle Construction and Mobility Policy -2022 will solve a major problem of charge point operators. Earlier, the upstream cost was not included in the eligible investment, due to which the operators were unable to complete the minimum investment limit of ₹ 25 lakh and were deprived of subsidy. With this change, more and more operators will now be able to take advantage of subsidy.

Attractive encouragement and state goal

Under the policy, attractive incentives are being given to operators setting up charging stations in the state. They are given one time (single) capital grant. It includes building construction, civil works, charger, upstream infrastructure (up to meters and behind meters), battery equipment, utilities, equipment and other related assets (except land costs), 20% amount of investment, a maximum of ₹ 10 lakh per unit.

This decision is in line with the broader goal of making Uttar Pradesh the leading EV manufacturing and dynamics center of India. Currently this policy supports 20% capital subsidy to public charging station units, provided each unit has invested ₹ 25 lakh or more.

Uttar Pradesh progress in adopting EV

With this progressive inclusion, Uttar Pradesh has become the first state in India to provide subsidy for upstream infrastructure in EV charging stations, which will create an investment-interest environment and will further strengthen the speed of EV in the state.

12,72,206 electric vehicles have been registered in India’s third largest automobile market, Uttar Pradesh so far. To maintain this speed of development, more than 450 charging stations are being added to the GIS dashboard. In addition, 740+ EV buses have been deployed on major routes and 116 green routes have been identified in 15 cities, on which EV buses will be run in the next phase. This step will play an important role in achieving the green transport goals of the state.
