New Delhi. Union Health Secretary Rajesh Bhushan on Friday launched the National Health Mission (NHM), Emergency COVID Response Package (ECRP)-2, Prime Minister’s Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), 15th Finance Commission Grant and Prime Minister’s National Dialysis Program (PM-NDP). Chaired a meeting through video conferencing with all the States/UTs to review the physical and financial progress under the The Center has urged the States and Union Territories that all activities under the ECRP-AA Scheme should be compulsorily completed by December 31, 2022. In addition, it was also suggested to the States/UTs that instead of seeking approval from the Union Health Ministry, State Health Societies (SHSs) have been authorized to approve the remaining activities under ECRP-2.
Underlining the need to expedite the utilization of funds released under ECRP-2 package, States were informed that 100% of the Central share has been released to the States. The Union Health Secretary underlined that the government resources allocated under the National Health Mission (NHM) must be used compulsorily and effectively to ensure implementation of programs and initiatives.
Requested to map on Financial Management System Portal
He urged the States/UTs to provide necessary documents/Utilization Certificates as per the utilization of funds and ensure the refund of the unutilized amount. States were also urged to map these transfers on the Public Financial Management System (PFMS) portal. To develop the capabilities of all health systems and institutions in the continuum of care at all levels, primary, secondary, tertiary levels and to prepare health systems to effectively deal with current and future pandemics/disasters, the ministry said. 64,180 crore has been allocated for the period from FY 2021-22 to 2025-26 under PM-ABHIM.
Requested to expedite proposals and MoUs
Emphasizing on utilizing these funds for capital expenditure, States/UTs were requested to expedite the proposals and MoUs under PM-ABHIM to the Union Health Ministry, so that the funds are released to the States in a timely manner. To enable the Ministry to issue To ensure mapping of physical and financial progress, States were requested to identify physical facilities and complete the mapping process on NHM-Progress Monitoring System (PMS) portal at the earliest.
In order to expand the coverage of Prime Minister’s National Dialysis Program (PM-NDP) across the country, States have been asked to cover all districts by Haemodialysis Program as well as promote Peritoneal Dialysis, as it provides access to patients. is less restrictive and requires less technical demand from institutions.
