New Delhi, May 27 (IANS). The Land Resources Department of the Ministry of Rural Development, Government of India has prepared a draft ‘Registration Bill 2025’ to integrate with modern, online, paperless and civil-centered registration system for immovable property and other transactions.
According to a statement issued by the Ministry of Rural Development on Tuesday, the Bill will replace the Constitution-Pre-Registration Act, 1908 once enacted.
As a part of the pre—outfit consultation process, the draft of the ‘Registration Bill, 2025’ has been uploaded on the website of the Land Resources Department. So that within 30 days (on or before 25 June), suggestions can be invited to the public in a prescribed format.
According to the Ministry, the Registration Act, 1908 has worked as the foundation stone of the document registration system in India for more than a century. It provides a legal basis for registration of documents affecting real estate and other transactions. Over time, the role of documents registered in both public and private transactions has increased, which often form the basis of financial, administrative and legal decision making. Therefore, it is believed that the registration process should be strong, reliable.
In addition, in recent years, increasing use of technology, development of socio-economic practices and increasing dependence on registered documents for proper hard work, service distribution and legal decisions have shown the need to create a visionary registration framework.
Many states and union territories have already started innovation such as submission of online documents and digital identity verification under the current 1908 Act.
According to the Ministry’s statement, in addition, it is equally important to clearly portray the roles and responsibilities of the registration officers, so that they can maintain the integrity and reliability of the registration process as per the applied law.
Based on these progress, now there is a need to provide a harmonious and competent legislative structure to support safe, skilled and civil-centered registration practices across the country. The Registration Bill, 2025 has been introduced to realize this approach.
