Mineral resources rich in Odisha, Chhattisgarh, Goa and Jharkhand NITI Aayog have emerged as the top performance in the states included in the Index report. The report titled ‘Fiscal Health Index 2025’ includes 18 major states. These states operate the Indian economy extensively in terms of India’s GDP, demographics, total public expenditure, revenue and its contribution to overall fiscal stability. The report says that Punjab, Andhra Pradesh, West Bengal and Kerala have been the worst performing states in the Fiscal Health Index (FHI).
Odisha on top
In this report, designed to develop an understanding about the fiscal state of states, Maharashtra, Uttar Pradesh, Telangana, Madhya Pradesh, Karnataka have been placed in the ‘next queue’ category. This report was released by 16th Finance Commission Chairman Arvind Panagariya. According to the report, Odisha is in excellent position in terms of fiscal health with the highest overall point of 67.8. It tops the loan index (99.0) and debt stability (64.0) rankings with better performance than average under the quality and revenue raising of expenditure.
The situation in Punjab, West Bengal and Kerala is not good
Goa, Karnataka, Maharashtra and Chhattisgarh along with Odisha also scored the highest average FHI points during the period 2014-15 to 2021-22. In contrast, Kerala and Punjab are struggling with low quality and debt stability of expenditure. West Bengal is also facing revenue raising and debt index issues. According to the report, Andhra Pradesh has a high fiscal deficit, while Haryana’s debt situation is poor. The data used in the calculation of the fiscal health index is collected from the Comptroller and Auditor General (CAG).
