New Delhi, 15 May (IANS). The central government said on Thursday that wrong and old land records are causing controversy, in view of which the central co-ordinated and technology-driving survey and re-serve will be conducted.
Dr. Chandrashekhar Pemmasani, Minister of State for Rural Development and Communications at National Workshop on Survey/Re-Sarve under ‘Digital India Land Records Modernization Program’ (DILRMP) in Guntur, Andhra Pradesh, said that the center sponsored program will be technology-driving, in which air survey will be done through drone and aircraft. This new method will work at only 10 percent lower cost compared to traditional methods.
AI, GIS and High-Cuices Equipment will also be used in this scheme. This will cooperate with the states in the ground truth and verification. Whereas, the center will provide policy, funding and technical basis.
The Minister of State for Communications said that this program will be implemented in five phases, which will start from 3 lakh square kilometers of rural agricultural land.
There will be a outlay of Rs 3,000 crore for Phase-I over a period of two years.
He also urged the states to integrate Aadhaar number with record of rights (ROR). This will be an improvement, which will help to connect land ownership to unique digital identity, eliminate immunization and ensure targeted distribution of benefits such as Agrostac, PM-Kisan and Crop Insurance.
Dr. Chandrashekhar Pemmasani said that reforms like Resarway, digitization, paperless office, court case management and Aadhaar Integration will create a comprehensive and transparent land government ecosystem.
He said that proper survey brings the economic capacity of the land, when records match the ground reality, banks can give loans with confidence. With this, businessmen can invest with certainty and farmers can get agricultural assistance.
Pammasani said, “If we want fast highways, smart cities, safe housing and sustainable agriculture, then we have to start from the ground level.”
He further stated that adequate progress has been made under DILRMP, but a major pending component, survey and reserve so far have been completed only in four percent of the villages, as this work is a comprehensive administrative, technical and public participation work.
