New Delhi, 10 July (IANS). NITI Aayog said in a report on Thursday that strengthening the Science and Technology (S&T) council in the states is important for the creation of a self -sufficient developed India.
The State S&T Council plays an important role in bridging the gap between scientific innovation and socio-economic development in areas such as agriculture, renewable energy, disaster management and local entrepreneurship at the regional level.
These councils have also contributed significantly in patent facility, remote sensing application and GI mapping, grassroots innovation and capacity building programs at the ground level.
This report titled “Roadmap for Straining State S&T Council”, based on comprehensive consultation, a national workshop and multi-interestful participation organized by NITI Aayog, reflects structural gaps and opportunities.
The report also called for a strong coordination between ministries, state governments, funding bodies, educational and research institutes and industry partners.

The report, written by Saraswat also, states, “Integrated approach will play a basic role in India’s long -term strategic objectives, such as a strong and self -developed India, where science and innovation are in the center of social progress, economic prosperity and national power.”
This report also attempts to identify the major challenges faced by the S&T Council of the states and outlines a significant change towards a visionary ecosystem from different initiatives.
The major issues that have been noted in the report include insufficient financial resources and diversification, lack of map of state-specific S&T requirements, weak institutional notifications, limited collaboration with industry and education world, fragmented R&D support, science, technology and innovation (STI) low use of data, insufficient identification of scientific talent, central agencies and other institutions.
Thus this report is not only a group of reforms, but also an important opportunity that can help shape India’s future in global research, development and innovation scenario. It can also help in making India a pioneer in the field of science and technology through a collective approach.
The report said, “If it is well implemented, this roadmap has the ability to convert the State S&T Council into a high-influential, innovation-driven development engine. It will not only strengthen their administrative and technical capabilities, but will also create a better base for emerging industries, technical self-reliance and knowledge-based economic development of the state.”
