The High Court has expressed displeasure with the Uttarakhand government for leaving the earlier teacher recruitment midway and starting the recruitment process again in 2024. Hearing the petition filed by Manoj Pandey and others on Tuesday, the court said that the government should clarify that when it was said during the hearing of a PIL that 451 posts would be recruited, then why the recruitment of the candidates who were eligible in that recruitment was left midway and why the recruitment notification has been issued again after three years including those vacancies.

The case was heard by a division bench of Chief Justice Ritu Bahri and Justice Rakesh Thapliyal. The court has also told the Chief Standing Counsel of the government CS Rawat that he will present the relevant official file in the court, in which it was decided that the recruitment process issued earlier was in progress from September 2021. By whose order have those vacancies been included again in the recruitments of the year 2024, leaving it in the middle.

It is worth noting that in this petition, Manoj Pandey and others had informed the High Court that they have the qualification of Diploma in Elementary Education (D.El.Ed) and are eligible to become assistant teachers. But leaving their recruitment process midway in 2021, the government issued a re-recruitment notification in 2024. In the hearing held on Tuesday, the state government also gave its arguments in the court. On this, the High Court has asked the Chief Standing Counsel to clarify why further action cannot be taken by excluding B.Ed holders in the old recruitment and identifying eligible candidates? The court has asked the government to file a detailed affidavit on this by next week.
