There is a lot of discussion about ‘Kharchi-Parchi’ system amid the campaign for Haryana Assembly elections. Prime Minister Narendra Modi has also attacked Congress by mentioning this in his speech. He claimed that the Bharatiya Janata Party government had abolished the expense slip system. The question is what does this mean? At the same time, Congress claims that there is nothing like expenses and slips in Haryana.
This is also mentioned in the BJP’s manifesto released for the Haryana Assembly elections. The party has promised, ‘We will give permanent government jobs to 2 lakh youth ‘without any slip and without any expense.’ PM Modi also said, ‘The BJP government had abolished this expense slip system and had given 1.5 lakh government jobs in a transparent manner.
What is the meaning of expense and slip
According to media reports, BJP says that during the Congress rule, the employment system was run through ‘slip and expenditure’. Here parchi means based on the recommendation of people in power and kharchi means giving bribe for a job. BJP claims that during the time of Congress, this system was so organized that rates were fixed for different posts.
Has the picture changed after 2014?
According to the Indian Express report, Haryana BJP spokesperson Jawahar Yadav says that the party has banned the slip and expenditure system and has appointed 1.43 lakh government posts in a transparent manner. He said that BJP has given more jobs than Congress. Even in November 2022, the then Chief Minister Manohar Lal Khattar had claimed that the BJP had abolished the slip-spend system.
Recently, Yadav had shared a video in which an alleged Congress leader was telling people, ‘Young brothers, I will go here by giving my number. You guys just bring your slip with your roll number written on it. I will take your job application to Chaudhary Bhupendra Singh Hooda. I will bring those jobs to you.
Congress’s allegations against BJP
Here, Congress has alleged that the BJP government has started the attaché system to provide jobs. According to the newspaper, Haryana Congress spokesperson Kewal Dhingra said, ‘There is no expense and slip system here. BJP is lying and sharing fake videos. The Congress government has brought transparency in appointments. It is the BJP government which has started the suitcase culture to provide jobs.
