New Delhi. Union Home Minister Amit Shah responded to the discussion held on the Disaster Management (Amendment) Bill, 2024 in the Rajya Sabha today. He said, today 16 battalions of NDRF are employed. Taking a dig at the opposition, Shah said, you will have some trouble but I can say that the saffron colored uniform of NDRF gives peace to the people that if they have come, we will be saved. Shah said that some opposition members questioned what is the need for amendment? I want to tell that if a building is not repaired with time, it collapses. The opposition feels that perhaps they will come and change the amendment, but let me tell you that for the next 15-20 years, no one is going to come, whatever is to be done, we have to do it.

The Home Minister said that the Disaster Management Act was implemented for the first time in 2005. Under this, NDMA, SDMA and DDMA were formed. Speaking in the Rajya Sabha, Union Home Minister Amit Shah said, “The subject of disaster management comes under the entry number 23 of the third part of the seventh schedule of the Constitution.” Disaster management is a matter of both the centers and the state governments. Many members expressed concern that this could lead to centralization of power and damage the federal structure.

Shah said, I want to assure the entire country and all the state governments through the entire House and the House that this is a fight in which our aim is to include not only the central government and state governments, but also local bodies and every citizen. There is no question of centralization of power in this. If you read the entire bill carefully, then the biggest responsibility for its implementation is of the district disaster management, which is under the state government.
