Hyderabad. Rahul Gandhi has been continuously demanding to conduct caste census. Now the Telangana government of Rahul Gandhi’s party Congress is going to conduct a caste survey in the state at the behest of its leader. Revanth Reddy government in Telangana has decided to conduct caste survey in November. Rahul Gandhi himself is going to reach Telangana capital Hyderabad on November 5 and hold an important meeting to get information about what will be the methodology of caste survey. It is being told that Rahul Gandhi will tell in this meeting how the caste survey should be conducted in Telangana. Before Telangana, Nitish Kumar had conducted a caste based survey in Bihar and made its figures public. However, the people of Bihar have not got any benefit from the caste survey till now.
When Nitish Kumar was in power in Bihar along with Congress and RJD and anti-BJP parties, he had decided to conduct caste survey. Some people had approached the Patna High Court against this and after getting a setback from there, the Supreme Court. Both the courts had refused to ban the caste survey in Bihar. Encouraged by this, Nitish Kumar conducted a caste survey and then its figures came. After the figures came out, Nitish Kumar had increased the reservation of backward and scheduled castes in the state by passing a law in the Bihar Assembly, but he got a shock in this matter. First, Patna High Court termed Nitish Kumar government’s law to increase reservation as unconstitutional. When the Bihar government went to the Supreme Court against this, it did not get relief from there either. In fact, the Supreme Court itself has decided that more than 50 percent reservation cannot be given. To give more reservation, the law will have to be amended by the Parliament.
Since the common people are not benefiting from the caste survey in Bihar, now everyone’s eyes are on what the Congress government of Telangana achieves by conducting a similar survey. A lot of politics is also taking place regarding caste survey and census. On one hand, the opposition parties are demanding that caste census should be conducted and benefits should be given to the deprived sections of the society according to their population. At the same time, BJP is saying on this issue in a different way that Congress and opposition parties are raising the issue of caste to divide the society.
