Delhi Police order, now police permission to play loudspeakers mandatory

The Delhi Police on Thursday issued a permanent order and made it mandatory to get pre -written permission before using loudspeakers or public address system anywhere in the city.

According to noise pollution (regulation and control) rules, it prepares the directions of sound levels and time of use to regulate public and private noise pollution.

According to the order, loudspeakers, sound generating devices, music instruments or sound amplifiers will not be used at night time, except closed complexes such as auditorium, conference room, community hall and banquet hall or banquet hall or public emergency.

The use of such sound equipment in any public place will now require written permission from the concerned authority, including loudspeakers from tent houses.

Police have said that tents and generator suppliers should not provide any equipment to the user until the customer has written permission from the local police. District Deputy Commissioner of Police (DCP) has been directed to implement this instruction and initiate legal action against suppliers who do not follow it.

In the new order, the ban at the sound level is also outlined. In industrial areas, the acceptable limit is 75 decibels (A) between 6 am and 10 pm and 70 decibels (A) from 10 am to 6 am. In residential areas, the border is 55 decibels (A) during the day and 45 decibels at night. The silent areas are limited to 50 decibels (A) from 6 am to 10 pm and 40 decibels (A) from 10 am to 6 am. The level of noise on the boundary of any public place using loudspeakers or public addresses.

The system should not exceed 10 decibels (A) or 75 decibels (A) from the environment standard, whichever is low. For private -owned sound systems, the boundary is 5 decibels (A) higher from the prescribed environment level.

Financial penalty will be imposed on violation. Improper use of loudspeakers or public address system can be fined Rs 10,000 and the equipment will be confiscated. For diesel generator sets, the penalty varies from capacity. Rs 100,000 for sets of more than 1000 kVA, Rs 62.5 and 1000 kVA sets for Rs 25,000 for sets up to Rs 25,000 and Rs 10,000 for 62.5 KVA. A fine of Rs 50,000 and the equipment can be sealed or confiscated as a result of noise -making construction equipment.

The order also includes a fine for bursting crackers after the scheduled time. In case of excessive noise during weddings or rallies, individuals can be fined Rs 10,000 in residential areas and Rs 20,000 in quiet areas. Delhi Police has said that these sound control measures will be implemented in all districts of the capital.
