Chandigarh The Aam Aadmi Party (AAP), Chandigarh unit has demanded a court monitoring CBI or SIT investigation in two big scams – community center booking scam and ₹ 75 crore Manimajra 24×7 Water Supplies Project -. On Thursday, submitting a memorandum to UT Administrator Gulab Chand Kataria, the AAP delegation led by Chandigarh President Vijaypal Singh said that serious questions are raised on the functioning of civil administration, in which large -scale corruption, deliberate manipulation in public system, and taxpayer money is being misused. Also, the party demanded immediate extensive improvement in Chandigarh’s water supply system, as this problem is not limited to Manimajra only.
Fraud in community center booking and exploitation of poor
According to AAP, a major scam has come to light at the Community Center Booking Branch of Chandigarh Municipal Corporation. The party claims that fake booking slip, fake pieces and signature of fake councilors were charged from families who were legally entitled to free booking.
“The families of the economically weaker section (EWS) had to pay ₹ 10,000 to ₹ 55,000 for such a community center, which they should have got for free,” Vijaypal Singh said. “This is not just economic corruption – it is an open loot from the poor.”
The party further alleged that the entire cash payment was taken by promising false exemption to unauthorized people and fake documents were issued. AAP says the scam is organized and includes booking branch officials, brokers and political patronage, and it can cost more than ₹ 100 crore.
Question on smart city water project
AAP has also revealed serious irregularities in Manimajra 24×7 Water Supply Smart City Pilot Project worth ₹ 75 crore.
The party said:
* Adulteration of water in homes and poor quality,
* Delay in tender process and incomplete infrastructure,
* No leadership of the project from October 2024,
* € 48 million loan remains azed (not protected), which increases financial risk,
* Abuse of money without accountability and no progress.
“This is not a pilot project, but a pilot disaster,” Singh said. “No zone is getting the right 24×7 water, but payments are being made, the tenders are missing and no one is accountable.”
Not limited to Manimajra, the entire Chandigarh is struggling with water problem
The AAP also clarified that the water crisis of Chandigarh is not limited to only one region. Many sectors and villages have low water pressure, water supply is irregular, and drinking water quality is poor.
“We are not only talking about Manimajra. This is happening in Chandigarh – in sectors, colonies, villages. The water supply is not reliable and no long -term plan is seen,” Singh said.
The party has demanded a comprehensive audit of water infrastructure, emergency improvement scheme and clear water supply schedule to ensure transparency and justice.
Ask for AAP
In its memorandum, AAP has made the following demands:
1. CBI Investigation at Community Center Booking Scam.
2. Immediate seizure and security of all physical and digital booking records.
3. suspension of all officers involved directly or indirectly.
4. CBI or SIT check under the supervision of senior judge in a water project of ₹ 75 crore.
5. Order not to release smart city funds until independent review of the pilot project.
6. Audit and action plan to solve water supply problems throughout the city.
“It is not just money, it is a matter of people’s rights”
Describing these scams as “double attack on public trust and essential services”, Vijaypal Singh said that corruption should not be allowed to flourish in the name of smart city.
“It is not just a matter of lost money – it is a matter of rights,” he said. “Families should get clean water. The poor should get respect. These scams should be investigated at the highest level and the infrastructure of the city should be corrected immediately.”
The UT administration has not yet given official reaction. According to sources, the initial vigilance investigation on the booking branch has already started.
The previous memorandum was ignored: Vijaypal Singh reminded that the Aam Aadmi Party had submitted a memorandum in February 2025, in which UT was given CGHS benefits, making the process of medical references for employees struggling with life-saving diseases, making the exploitation of contract workers simple or cashless, preventing the exploitation of contract employees, increasing the Indore Stadium for the Indoor Stadium to create a Volley Stadium for the players and increase the old age pension for the players. Demand was made. But no action has been taken on these issues so far.
