In a strategic move reflecting lessons learned from previous tenures, Haryana Chief Minister Nayab Singh Saini has retained control over key departments including Home, Finance, Town and Country Planning, CID and Excise and Taxation. The allocation of departments was finalized just two days after the swearing-in ceremony of the Council of Ministers, which was also attended by Prime Minister Narendra Modi.

Saini’s decision is aimed at bringing freshness to departmental management by handing over the responsibility of departments that need improvement to experienced ministers, while allowing first-time ministers to handle various departments. A BJP leader said, “The idea was to bring freshness to the functioning of these departments…Senior ministers will get a chance to handle new departments and bring a newness to their functioning.”

Among senior ministers, seven-time MLA Anil Vij holds many important departments including energy, transport and labour. Before this, he had handled Home, Health, Urban Local Bodies and Sports departments. Responding to his department allocation, Vij said, “I have to work for the people who vote for me. Even if I become a ‘minister without a department’, I will be happy. I will still be able to bring about a change.” ” Other key ministers include Krishna Lal Panwar, who oversees development and panchayats, mines and geology; Mahipal Dhanda handles school and higher education as well as parliamentary affairs; and Arvind Sharma, who is responsible for cooperation, prisons, elections and heritage and tourism. Shyam Singh Rana holds important portfolios to manage Agriculture and Farmers Welfare, Animal Husbandry and Dairy, and Fisheries. Rao Narbir, who represents Badshahpur in Gurgaon, has been given the portfolios of Environment, Forest and Wildlife, and Foreign Cooperation as well as Industries in view of the industrial concentration of the area. Former Industries Minister Vipul Goyal will now take charge of Revenue and Disaster Management, Urban Local Bodies and Civil Aviation Department.
