However, later the state government clarified that it was due to a typing mistake. The session will take place at 2 pm. In this regard, again on February 28, in the cabinet meeting, a resolution will be passed and sent to the Governor. TMC spokesperson Kunal Ghosh had also tweeted about this. He had tweeted that the CM had a phone conversation with the Governor and called it a typing mistake.
West Bengal Governor Jagdeep Dhankhar on Friday turned down a request by the state’s chief secretary to change the time for convening the assembly from 2 am to 2 pm on March 7.
In fact, on Thursday, the Chief Secretary wrote a letter saying that in the recommendation letter of the state cabinet, the time for calling the assembly at 2 am was wrongly typed. After this he requested that the House be called at 2 pm on the same day i.e. on 7th March.
To this the Governor tweeted that no cognizance can be taken of the Chief Secretary’s request from a constitutional point of view. His request has sought a change in the decision of the cabinet and as such, it is being reversed due to lack of jurisdiction.
Significantly, there is a constant dispute between Mamta Banerjee and Governor Jagdeep Dhankhar. It is being told that Dhankhar had returned the Chief Minister’s proposal to hold the state assembly session on February 19 from March 7. The Governor said that constitutional rules were not followed in the proposal. He also shared this information on Twitter.
The governor had said that Chief Minister Mamata Banerjee’s recommendation to hold the assembly session from March 7 had to be returned for constitutional compliance. The government calls the assembly session on a resolution made by the cabinet, which is based on the rules under Article 166(3) of the Constitution.
Dhankhar had also attached in his tweet a copy of the letter which he has written to the government sending back the proposal. The Governor had said that the only option was to send back the resolution file for constitutional compliance. Expressing disappointment in the matter, TMC spokesperson Sukhendu Shekhar Roy had accused the governor of obstructing administrative work.
