Bihar State Educational Infrastructure Development Corporation Limited (BSEIDC) will now manage all construction projects for the Education Department in all the districts of Bihar. Earlier, the Education Department had decided to separate the District Education Officers from the construction projects. This change has become effective from 1 April.
Subsequently, BSEIDC has issued the standard operation process (SOP) to all District Magistrates for the implementation of district level projects. Under these instructions, incomplete projects at the district level will be transferred to BSEIDC.
Details of all the projects transferred will be uploaded on the portal of BSEIDC. This responsibility is on the District Education Officer, in which the Executive Engineer of BSEIDC and Technical (Civil) Deputy Manager posted in the district will be supported.
During the transfer, the project records will be handed over according to a checklist, which will be looked after by the District Education Officer, Executive Engineer of BSEIDC and Technical (Civil) Deputy Manager. The District Education Officer will transfer unused funds to BSEIDC for related projects.
The SOP issued to the District Magistrates by BSEIDC consists of three types of projects: those who are physically complete but those whose payment is pending, those who are physically incomplete, and those approved projects where tenders, acceptance letters (LOAs), agreement or work orders were not finalized till 31 March.
