Delhi’s Urban Development Minister Saurabh Bhardwaj had issued a notice to Chief Secretary Naresh Kumar in this matter and sought a reply. Now such a reply has been given by Naresh Kumar, due to which the ball again seems to be in the minister’s court. He said that the encroachment on drains in the city is so much that it cannot be controlled without any law.

Not only this, the Chief Secretary, in response to a note from Urban Development Minister Bhardwaj, requested to forward the file related to the recommendations of the drainage plan for Delhi. This also includes the need for a ‘Rainwater and Drainage Act for Delhi’, so that the Irrigation and Flood Control Department can draft the law. The ‘Rainwater and Drainage Act’ suggested for Delhi proposes a provision for action on encroachment and debris on the city’s drains, civic bodies and industrial solid waste.

The Chief Secretary, in his reply to Bhardwaj, said that the file has been pending with him since August 2023. Bhardwaj is also the Irrigation and Flood Control Minister. Citing the Municipal Corporation of Delhi’s (MCD) report on the incident that took place in Rajendra Nagar on Saturday evening, Kumar said, “The photographs of the place of the unfortunate incident show how the rainwater drainage system at that place was encroached upon by the building owner.”

The Chief Secretary said that such a situation is prevailing in the entire city. He said that in the absence of a Water Rainfall and Drainage Act for Delhi, such widespread blockage in the rainwater drainage system could not be controlled. He said that due to this problem, whenever there is heavy rain in Delhi, many places in the city get flooded. The MCD report said that property owners in Old Rajendra Nagar have covered the drains with granite and marble stones, leaving no scope for their cleaning and obstructing the flow of rainwater in it. Bhardwaj said in his note to the Chief Secretary that he has confirmed from the Principal Secretary of the Irrigation and Flood Control Department that no decision is pending from his side regarding the file.
