Patna. Along with different issues of social justice, the issue of caste census and reservation in Bihar is always in the headlines. There has been a lot of politics on this. On Thursday, the Supreme Court has approved quota within quota, so there is a stir in Bihar about this and reactions have started coming on it. In fact, a bench of 7 judges of the Supreme Court said that now sub-classification of Scheduled Castes is acceptable to provide separate quota for more backward people within the Scheduled Caste categories. Now politics has heated up in Bihar regarding this.

After the political stir in Bihar, reactions of political parties have also started coming. Especially JDU’s reaction was being watched because Nitish government had also made a big decision in 2007 to convert Dalits to Mahadalits, which had led to a lot of politics at that time. Now, on the latest decision of the Supreme Court, JDU’s senior Dalit leader and minister Ashok Chaudhary said that I have not seen the full decision yet, but according to the information I have received, many questions can be raised on the decision.

Ashok Chaudhary says that we have not read the decision completely, but there are some things in this decision which can be questioned. The decision talks about quota within quota. Our leader had given the provision years ago to create a section called Mahadalit, which was lagging behind among Dalits, how can they get the benefits of government schemes, how can they be promoted within the quota, how can they get the benefits of schemes first, Nitish ji had made a provision for this, which you can do. But the biggest thing is that our castes have been included in the schedule in the Constitution. Many castes were included in untouchability in some states but were not there anywhere else. They got it in the states where they were, but did not get it even in the states where they were not.

Difference in caste status of different states
Ashok Chaudhary said, there are different castes in different states. In some states there is SC and in some states there is OBC. If you look at the castes for reservation, they were different in different states, that is why it is there in one state and not in another. Ashok Chaudhary raised the biggest question and said that if there is a Chamar child and he becomes an IAS, then it is considered whether he is a Chamar child or not. Does the society accept him. But, personally being a Dalit, my understanding is that there is no provision of creamy layer in the provisions of the Constitution. Whether the interpretation given by the Supreme Court is in accordance with the original form of the Constitution or not, all this is a matter of great debate.

RJD expressed disagreement with the decision of Supreme Court
On the other hand, RJD spokesperson Shakti Yadav also disagreed with the Supreme Court’s decision and said that he does not agree with the decision to a great extent, because it is not according to the meeting of the Constituent Assembly. It is also not in accordance with the Poona Pact of 1932. Until the caste-based census is done in this country, which caste is how many, this information is not available, what is their economic, social and political condition. In such a situation, how can one agree with this decision. Anyway, Nitish government has already made a big decision ten years ago by converting Dalits to Mahadalits, which had led to a lot of politics at that time.

CM Nitish Kumar created quota within quota for Dalits
Let us tell you that in the year 2007, Nitish Kumar’s government in Bihar had created the ‘Mahadalit’ category for the most backward castes among the Dalits. Government schemes were introduced for them. After this, in the year 2010, schemes for providing housing, loans for education, school uniforms were introduced. Today, all Dalit castes in Bihar have been put in the Mahadalit category. In the year 2018, Paswans have also been given the status of Mahadalit.
