Jagdalpur. Amidst the ongoing dispute over encroachment on railway land in the city for the last one month, Collector Rajat Bansal, along with a joint survey team, personally visited Jawahar Nagar ward and inspected the situation of encroachment. He asked the ward residents not to fall for any kind of rumours. Help the survey team constituted by the district administration to provide the information sought by them. After the survey, necessary action plan will be prepared in the presence of public representatives and officials of the concerned department.
Along with Collector Bansal, Sub-Divisional Officer Revenue Dinesh Nag and Tehsildar and nominated employees in the survey team of Revenue Department, Forest Department and Municipal Corporation were also present. On behalf of the Railways, Senior Section Engineer Manoj Kumar Tiwari and Branch Secretaries of both the major organizations of railway employees were also present. During the survey, the necessary documents, Aadhar card, ration card, plot’s Khasra number and mobile number etc. were taken from the residents. No time limit has been fixed for the survey.
It may be known that Anoop Kumar Satpathy, the manager of Waltair Railway Division, who came to Jagdalpur, had inspected the Railway Residential Colony on February 1, 2022. During the inspection, 40 cases of illegal encroachment of railway land and residences in the colony were reported. At that time the DRM was told that apart from the colony, there has been massive encroachment on railway land in other areas as well.
After the DRM returned to Waltair, the Railway Administration started taking action against the encroachment and issued notices to 501 people and gave 15 days time to remove the encroachment. Before the completion of the deadline given by the Railways, the district administration had ordered a fresh survey by constituting a 13-member joint survey team. Under the same order, the survey started on Wednesday. On the first day, Collector Bansal himself reached the spot and discussed with some of the residents there and inquired about the situation.
58 hectares of land in the railway city
According to the information received, the railway has about 58 hectares of land including the municipal area and the partial area of Gram Panchayat Sargipal. This land was allotted to the Railways during the time of undivided Madhya Pradesh between 1955 and 1960. In this land revenue land less forest land is more. It is said that 60 years old documents of land allotment are available with the Railways, but there is no accurate record of land with Tehsil or Land Records or Municipal Corporation under the District Administration.
The transfer of all the land allotted to the Railways including forest land has not been done. During the last three to four decades, several letters were written by the Railways to the district administration for demarcation and transfer of the allotted land, but it was never taken seriously. As a result, the railway land kept getting encroached upon and the railways could not take strict action even after wanting to do so.
Encroachment on more than 10 hectares of land
The result of the disinterest in rectifying the revenue records of the previous administration was that in today’s situation, more than 10 hectares of railway land has been allegedly encroached upon. In December 2021, under the orders and guidelines of the Supreme Court, a long-term campaign has been started by the Railways to remove encroachments from railway land across the country.
