New Delhi. The Congress party today (April 5) released its manifesto for the 2024 Lok Sabha elections, which has been named ‘Nyaya Patra’. This manifesto is based on 5 ‘Justice’ and 25 ‘Guarantees’. Party president Mallikarjun Kharge along with former presidents Sonia Gandhi and Rahul Gandhi released the manifesto at the Congress headquarters. Rallies will be held in Jaipur and Hyderabad the next day, which will be attended by top party leaders. Manifesto Committee Chairman P. Chidambaram said, “We will immediately restore full statehood to Jammu and Kashmir. We will amend the Sixth Schedule of the Constitution to include the tribal areas of Ladakh. “The solution to cross-border terrorism with Pakistan depends on its willingness and capacity.”
He further said, “Congress will eliminate the Agni Path plan and return to regular recruitment processes by the Army, Navy and Air Force, which will guarantee economic and social security for our soldiers.”
Chidambaram said, “Chinese aggression in Ladakh and the Galwan clash in 2020 have dealt the biggest blow to Indian national security in decades. “Despite 21 rounds of military-level talks, Chinese troops continue to occupy Indian territory and expel Indian forces from there.” 26 out of 65 infiltration points in eastern Ladakh, totaling 2,000 square kilometres. Chinese construction in Doklam threatens the Siliguri Corridor, which connects Northeast India to the rest of the country. In the absence of a formal national security strategy, policy -construction has become ad-hoc and individual, after extensive deliberations, the Congress Will issue comprehensive national security strategy.”
He said, “The directive of the Defense Minister controls the war plans of the armed forces. The last directive was issued by the UPA government in 2009. “To address the challenges posed by our current two-front situation, Congress will introduce a new operational directive.”
Congress also announced investigation into demonetization, Rafale deal, Pegasus issue, PM Care Fund and electoral bonds. Those people who joined BJP with allegations of corruption but later no action was taken against them will also be investigated.
What is in the Congress manifesto?
Key features of the Congress manifesto include creation of 30 million jobs in the central government, annual payment of Rs 1 lakh to women from poor families, caste census, legal status for MSP, formation of debt relief commission and a Rs. Promise of GST free farming. The manifesto also promises to implement the recommendations of the Sachar Committee.
According to the Congress, its manifesto is based on five justices – ‘Partnership Justice’, ‘Farmers’ Justice’, ‘Women’s Justice’, ‘Labour Justice’ and ‘Youth Justice’. Under the ‘Youth Justice’ category, Congress has made several promises including providing 30 million government jobs and giving a one-year training program to the youth with a promise of Rs 1 lakh.

What are the guarantees in the Congress manifesto?
Under ‘Partnership Justice’, Congress has promised to conduct caste census and remove the limit of 50 percent reservation. Under ‘Kisan Nyay’, the party has promised to give legal status to the Minimum Support Price (MSP), create a debt relief commission and ensure GST-free farming. Under ‘Labour Justice’, the Congress has promised health rights for workers, ensuring a minimum wage of Rs 400 per day and urban employment guarantee. Under ‘Mahila Nyay’ as well as other commitments under the ‘Mahalakshmi’ guarantee, Rs 1 lakh per year has been promised to women from poor families.

Before the release of the manifesto, Congress had launched ‘Garibi Hatao Abhiyan’. Under this campaign, Congress workers will distribute these guarantee cards, printed in 14 different languages, to 80 million families across India over the next few weeks. Each guarantee card contains information about 5 judges and 25 guarantees announced by Mallikarjun Kharge and Rahul Gandhi.
