The ‘Central Secretariat Service’ ie CSS, which is called the ‘backbone’ of the Government of India, suddenly reached North Block on Friday, its 1500 officers. Minister of Personnel and Training ‘MOS’ Dr. Jitendra Singh was busy in some pre-arranged meeting. Seeing the CSS officers standing in the corridor outside his office, there was a stir in North Block. Members of the officers’ association ‘CSS Forum’ said that their regular promotion has been stopped for six years. Officers are retiring without promotion. Dr. Jitendra Singh’s PS Himanshu Sharma told these officers, the minister is serious about this issue. All such matters related to promotion will be disposed of by March 10.

The ‘CSS Forum’ had said, had met Dr. Jitendra Singh regarding this. He had assured that the issue would be resolved. Afterwards nothing happened. As a result, the officers had to assemble in the North Block.
The officers who should have got the benefits of CSS Organized Cadre Group ‘A’ due to the government’s lateness are not getting it. The ministry is also sluggish about the departmental examination for promotion. Around 4500 posts are lying vacant. Forty percent of the strength of CSS cadre is counted among them. The reason for this is that there has been no regular promotion for six years. CSS officers in the central government work as an important link through the DoPT. Manmohan Verma, general secretary of CSS Forum (Association of All CSS Officers), says that DoPT, being the nodal department on reservation policy matters, has appointed all departments/ministries to other services/posts, till the outcome of the Supreme Court’s decision in Jarnail Singh case. Instructions have been given to continue giving promotions.
The special thing is that all the other Ministries and Departments are promoting in all the grades as per the instructions of DoPT, whereas the CS Division under DoPT itself is not giving timely promotions to its own CSS/CSSS/CSCS officers. This has caused deep discontent among the officials. They are also being denied proper promotion. Many officers are eligible for promotion against the vacancies available for the last five to six years, but they have not been given regular promotion yet. It is not that this kind of protest is happening for the first time. Memorandums have been given many times before. Despite this, the cases of NFU NFSG are pending.
