Lucknow. A historic step has been taken by the Uttar Pradesh government under the leadership of Chief Minister Yogi Adityanath to disaster risk renovation. An important settlement memorandum was concluded between the Relief Commissioner Office, Uttar Pradesh and UN Development Program (UNDP) for the purpose of making disaster management more effective, coordinated, scientific and empowering disaster management.

This agreement is a new beginning towards implementing Disaster Risk Reduction programs in the state, empowering the institutional capacity of the state and making multi -level disaster management system based on a technical approach.

The agreement was concluded on Wednesday in the presence of Chief Minister Yogi Adityanath. UNDP chief and resident representative Angela Lucegi was specially present on the occasion. He appreciated the Uttar Pradesh government’s commitment to disaster management by etiqueting a courtesy to the Chief Minister and assured the UNDP to provide all possible technical support to the state.

The purpose of this agreement is to implement a broader range of disaster risk reduction programs at various levels of the state, making the state’s disaster management system more inclusive, accountable and effective. Under this, various initiatives will be implemented from the development of disaster management schemes at the district and departmental levels, strengthening of information systems, training, resource capacity building, installation of early warning systems and project management. This partnership will help the state to implement the implementation of local needs, connecting the state with global standards of disaster decay.

The major points of the agreement include the development of district disaster management schemes and departmental disaster management schemes of 15 departments in 75 districts. A detailed project report will be prepared for 10 departments of the state. Also, risk and sensitivity will be evaluated keeping in mind the possible disasters in 20 major cities. Urban disaster management plans will also be developed in these cities.

It will be integrated to strengthen the state level disaster information system on the technical front. For this, training workshops, evaluation studies, availability of required ICT equipment and Project Management Unit will be set up in the Relief Commissioner Office, so that all activities can be conducted in a strong and effective manner.

A total amount of Rs 19.99 crore has been sanctioned by the Uttar Pradesh government for the implementation of the program in the next three years. This amount will be spent in a phased manner and the implementation will be ensured according to the technical proposals submitted by the UNDP. The state government is carrying forward this program as per the recommendation of the National Disaster Management Authority, which has authorized the UNDP for technical cooperation in the region.

On this occasion, Chief Minister Yogi Adityanath said that disaster management is a mandatory administrative priority of today. We can reduce the impact of disaster only by technical efficiency, training and coordination of preparation. He said that this partnership will make the state’s disaster management ability world class and will enable the administration to take decisions in a scientific manner. He said that this effort will give a new direction to the disaster decline efforts of Uttar Pradesh. This will make it more easy to work on the integrated strategy to protect life, property and infrastructure in the state and will be able to join Uttar Pradesh leading states towards disaster management.

UNDP chief Angela Lucegi also appreciated the visionary leadership of the Uttar Pradesh government during a meeting with the Chief Minister. He said that the commitment and readiness of the state government will be helpful in making this agreement successful on the ground. He also informed that UNDP will cooperate with the Uttar Pradesh government at every level along with technical assistance as well as policy construction, planning development and ground implementation.
