new Delhi. Prime Minister Narendra Modi on Thursday said that files do not just contain figures, but they also contain the lives of people and their aspirations.
PM Modi said this while addressing the concluding ceremony of the 96th Common Foundation Course at Lal Bahadur Shastri National Academy of Administration (LBSNAA) through video conferencing.
Referring to Sardar Patel’s views on civil services, the Prime Minister said that service and sense of duty have been an integral part of training. He said that these factors of service and duty should be the measure of your personal and professional success throughout your service years. He said that work done with a sense of duty and purpose is never a burden.
PM Modi told the officers that they have come to the service with a positive sense of purpose and to be a part of positive change in the context of society and the country.
The Prime Minister underlined the emerging new world order in the post-pandemic world. He said that the world is looking towards India at this turn of the 21st century. He said that India will have to increase its role in this new world order and develop itself at a faster pace. He asked the officials to keep in mind the importance of this period, paying special attention to the biggest goal of the 21st century i.e. self-reliant India and modern India. We cannot afford to lose this opportunity, he added.
The Prime Minister stressed the need to draw upon the experience gained from this sector, as the real experience of file issues comes from the field. He said that the files do not only contain the figures, but they also contain the lives of the people and their aspirations. He said that you have to work not for the numbers but for the lives of the people.
The Prime Minister said that the officers should always give the root cause of the problems and permanent solution according to the rules. PM Modi said that in this era of Amritkal, we have to take Reform, Perform, Transform to the next level, so today’s India is moving ahead with the spirit of Sabka Prayas. He also recalled Mahatma Gandhi’s mantra that every decision should be evaluated on the criterion of welfare of the last person in the last row.
The Prime Minister asked the officials to identify 5-6 challenges faced by their districts at the local level and work on those issues. He said that identification of challenges is the first step towards rectification of challenges.
He cited the example of the government recognizing the challenges of providing pucca houses and electricity connections to the poor, which were met through the PM Awas Yojana, Saubhagya Yojana and schemes for aspirational districts. He also discussed about the new resolution to take forward these schemes. He stressed on the need for coordination in various infrastructure projects and said that the PM Gatishakti Master Plan will address this to a great extent.
The Prime Minister mentioned about the new reforms in the field of civil services, namely Mission Karmayogi and Aarambh programme. The Prime Minister said that the officers should pray that they never get easy work as challenging work has its own joy. The Prime Minister said that the more you think of going into the comfort zone, the more you will stop your progress and the progress of the country.
The Prime Minister advised the officers to record their aspirations and plans at the time of departure from the Academy and revisit them after 25 or 50 years to assess the level of achievement. He also called for the inclusion of courses and resources related to Artificial Intelligence (AI) in the curriculum, as data science will have a greater importance in future problems and will also have the potential to evaluate data.
The 96th Basic Course is LBSNAA’s first General Basic Course, with a new learning and curriculum design based on the principles of Mission Karmayogi. The batch comprises 488 Officer Trainees from 16 Services and 3 Royal Bhutan Services (Administrative, Police and Forest).
All 488 officer trainees were provided primary level training in Krav Maga and various other sports.
