In the Municipal Corporation, 17 years ago, the accused officers were about to make payment by preparing fake files.

On Thursday, the single bench of the High Court has given its verdict on the appeal of the officials who created fraudulent files 17 years ago in the Municipal Corporation. The court has confirmed the six-month sentence of the four accused, while the executive engineer RN Karaiya and Hari Singh Khanwar have been sentenced to six months. Karaiya and Khanwar were acquitted in this case by the Special Sessions Court. He retired on 28 February 2022. The court has ordered all the six accused to surrender in the district court on March 31. Now he has to go to jail.
Sudhir Singh, a resident of Tansen Nagar, had complained to the Lokayukta in 2005. It was alleged in the complaint that payment is being made by preparing fake files in the water supply department of the Municipal Corporation. Hundreds of files worth Rs 9 thousand 940 have been prepared. Lokayukta got this complaint investigated. in which the allegations were found to be true. Ajay Pandviya, Narendra Singh Bhadauria, KK Srivastava, RB Srivastava, Hari Singh Khanwar, RN Karaiya were made accused. After investigation, Lokayukta police presented the challan in the special court in 2010. The Special Sessions Court sentenced Ajay Pandviya, Narendra Singh Bhadauria, KK Srivastava, RB Srivastava to six months each on 29 May 2013, while acquitted RN Karaiya and Hari Singh Khanwar. The four accused, who were sentenced, challenged the sentence order in the High Court in 2013. The Lokayukta police challenged the order of acquittal of RN Karaiya and Hari Singh Khanwar in the High Court. All the petitions were heard together in the single bench of the High Court. It was argued in the appeals that the payment has not been made in the files. As a result, there was no corruption. The trial court made a mistake in delivering the verdict. On behalf of the Lokayukta, demanded the punishment of RN Karaiya and Hari Singh Khanwar. The court had reserved the decision after arguing on 17 February 2022. The court delivered the verdict on Thursday.
The works mentioned in the files were not even done on the spot.
The Public Health Engineering Department of the Municipal Corporation was divided into two parts. Sewer and water supply. In the Water Supply Department, the then Municipal Commissioner had inspected. 5 thousand 357 files were received for small payments. A committee was formed to verify their work. 5 thousand files were checked. Several deficiencies were found in the files and there were no work on the spot.
Files worth Rs 9 thousand 940 were prepared. They were ready to pass and pay. These works were sanctioned for the repair of hand pumps and maintenance of borewells.
RN Karaiya had signed 1500 files. Works worth about 1.75 crore were sanctioned.
