Gwalior Hundi case: Gwalior (Naiduniya representative). On Wednesday, a day before retiring, the DGP handed over the investigation of the hundi scandal of more than 70 crores to the CID. As soon as the inquiry was ordered, the CID took the case diary from the Kotwali police station under its control. Traders are also raising questions on handing over the investigation to the CID. Convenor of the Sangharsh Samiti, Dr. Praveen Agrawal, while expressing doubt on the intention of the government to order this inquiry, said that the government should clarify on whose demand the investigation has been handed over to the CID. The order of this inquiry will not stop the agitation. On March 11, traders will also keep their establishments closed and will also put up black flags. Retired police officers believe that after announcing the agitation by Chamber of Commerce, this decision has been taken to satisfy the traders. So that the traders can be brought back their agitation by assuring them of a fair investigation.
The then DGP Vivek Johri was about to retire on Thursday. Earlier on Wednesday, he issued an order that the CID will investigate the city’s famous Hundi scandal. The merchants were also stunned by this order. Usually, the investigation of CBI and CID is done on the demand of the complainant or the decision is taken at the government level when the law and order situation deteriorates. In the Hundi scandal, neither party had demanded a CID investigation, nor did any situation arise for the law and order deteriorating. The Chamber of Commerce has definitely announced a phased agitation to return the money lost to the traders in the Hundi scandal. At the administrative level, this movement is being told the main reason for handing over the investigation to the CID.

Ashu alias Ashish Gupta, the main accused in the Hundi scandal, is the ancestral work of Hundi. Before that his father Nathulal Gupta used to do hundi brokerage. The merchants also used to rely on the throne of Nathulal Gupta’s hundi brokerage. His son Ashu took advantage of this trust. Ashu also used to run the money of prominent merchants on interest. The work of Hundi is done on the trust of the complete broker. The giver and receiver of money never come face to face. Only the broker is the bridge between them. It is the broker who gives the money here and there and it is also his responsibility to pay interest on time. Ashu took advantage of the trust and cost the traders of the city more than 70 crores.

Ashu alias Ashish Gupta disappeared from the city on 28 January
On January 2, the traders filed a case against Ashu, his father, wife and servant in the Kotwali police station.
Crime Branch arrested Ashu only three days after the registration of the case.
After the arrest of Ashu, the names of three cricket match bookies including Monu Dabra came out. Ashu told that he has lost 41 crore rupees of traders in the betting of cricket matches with them. The police arrested both the bookies except Monu.
Police has sent Ashu’s father Nathulal Gupta and his servant to jail. Now only Monu and Ashu’s wife are yet to be arrested.
Two lakh have been recovered in the fraud case of crores of rupees.
Traders are pressurizing the police to confiscate the property of the accused and get the money back.
On whose demand the investigation was handed over to the CID: Chamber
In the Hundi case, the convener of the Sangharsh Samiti and the Mansevi Secretary of the Chamber of Commerce, Dr. Praveen Agrawal has directly questioned the government that on whose request the investigation has been handed over to the CID. It is clear from this that by ordering a CID investigation, the government wants to hang the matter for the time being. Traders say that the movement will continue to get back the money of the remaining accused and traders of the Hundi scandal.
Usually CID investigation is ordered on the demand of any party.
Retired CSP Surendra Singh Parmar says that usually the investigation is handed over to the CID or CBI on the orders of the court and on the demand of any side, or in case of deteriorating law and order situation, the investigation of any case is handed over to the agency. Its decision is taken at IG, DGP and government level. The CID consists of officers from the Police Department only. With the sudden handing over of the investigation to the CID, it is natural for the traders to raise questions and doubts.
