Rajendra Nagar, Hadasa: Three students die in the library built in the basement of Rao IAS Study Circle. After this tragic incident, Delhi Fire Department and North Municipal Corporation bring two certificates and claim that the library was being run illegally in the basement of the Study Circle, whereas the NOC issued by both the departments allowed the use of the library only for domestic storage and parking.

Does the responsibility of the Delhi Fire Department and the North Delhi Municipal Corporation officials end here just by saying this? Perhaps not, both the dates mentioned in the No Objection Certificate (NOC) issued by both the departments clearly show that the building owner, the institute operator as well as the fire department and the North Delhi Municipal Corporation officials are equally responsible for this accident.

Was the NOC issued without on-site inspection?
If the fire department and municipal corporation officials had performed their duties properly, then perhaps Shreya, Tanya and Naveen would not have lost their lives. In fact, the Completion Cum Occupancy Certificate issued by the North Delhi Municipal Corporation on 9 August 2021 has surfaced. It is clearly stated in this certificate that the parking will be used only for household storage. But this was not the case.

Not only was the library built in the basement of the building, but the necessary arrangements were also not made there. In such a situation, the question arises whether Uttari Nagar issued the Completion cum Occupancy Certificate for this building without inspecting the spot. Let us tell you that this certificate is given by the MCD only after all the work of the building is completed.

The flaw related to the fire department also came to light
Now let’s talk about the fire safety related NOC issued by the fire department. GS Mishra, former director of Delhi Fire Department, says that according to the rules, fire equipment work is done after the structural work of any building is completed. As soon as this work is completed, the fire department inspects the site and issues a fire safety certificate. Also, this certificate is renewed every three years in commercial properties.

As per the rules, it should be assumed that there was no library in the basement at the time of issuing the certificate. But the certificate of the fire department that has come to light was issued on 09 July 2024. That is, the fire department renewed this certificate just 19 days ago. And it is also clear that the library built in the basement of the building has not been built in the last 19 days.

This means that there are clear indications that the concerned officer of the fire department had issued the fire safety certificate without inspecting the building. This means that along with the owner of the building and the director of the institute, the concerned officers of the fire department and the North Municipal Corporation are also equally responsible for the accident that happened on Saturday evening. Perhaps if these people had understood their responsibility, such a big accident would not have happened today.
