Korba (Rep. of New Zealand). Bharatiya Janata Party MLA from Akaltara Saurabh Singh has opened a front against Korba Collector Ranu Sahu. He has written a letter to Prime Minister Narendra Modi, misusing the amount of District Mineral Trust (DMF). In this letter, the MLA has demanded an inquiry from the Central Government, making many other serious allegations including arbitrariness on the collector.
MLA Saurabh has written in the letter that Korba district gets maximum revenue of Rs 600 crore from the head of District Mineral Trust. The MLA says that from the amount of DMF, 10 percent amount is given to Bilaspur and Janjgir-Champa districts for regional development. The meeting of the Governing Council of DMF is not being held regularly in the district as per rules. The central government has made a provision to spend this amount in mining affected villages. Ignoring this, expenditure is being done on other items besides other places. Now it can be gauged from the fact that blanket distribution is being done in the affected areas instead of construction work. The extent is that the upgradation work of the collector’s office is also being done with this item. In the whole of Chhattisgarh, such disturbances are being done with the help of DMF head, especially in Korba district, the collector is giving work to the people near him. Seven days in advance notice of the meeting of the Governing Council should be given, but this is not being done. Instead of meeting directly, video conferencing is being done. Proposals for works are not even sought from the members and public representatives, nor are they given opportunities for this. Instead of giving systematic information about the tasks, a mere formality is performed. Changes are being made in the works without bringing it to the notice of the Governing Council. The collector is also not issuing administrative approval orders for the approved works. Many administrative approvals issued by the then collector have also been canceled by the present collector. Questioning the quality of many works, by withholding payment, pressure is put on the vendors and construction agencies first, then the payment is made without checking. MLA Saurabh has said at the end of the letter that the Central Government has decided to spend the amount of DMF for the development of mining affected and villages. The money which is coming to the administrative committee of the state government should be utilized properly and the expenditure should be ensured at the right place. Therefore, the Central Government should investigate the disturbances happening in Korba district by an impartial agency, so that the truth can come out.
