Jaipur | Busting a scam in Rajasthan’s government machinery for years, the Special Operations Group (SOG) has revealed that 24 of 29 government officials and employees got a government job by resorting to fake certificate of disability. Among them, the maximum number of 10 grades are third teachers, who were doing jobs on a false basis along with teaching children. This revelation has not only raised questions on the transparency of the state’s recruitment system, but has also proved that the organized sports to take away the rights of reservation and special category rights had been going on for years.
Investigation starts: anonymous complaint on helpline
According to SOG SP Gyanchand Yadav, the action began after an anonymous complaint. There were constant messages on the helpline of SOG that some people working in government departments are working on the basis of fake disabilities certificate.
To confirm the complaints, the SOG team first studied the working style of suspected employees, daily activities and medical history. It was observed that alleged disabled employees do all the work like ordinary people, while their medical certificates were showing serious disability.
First phase: 42 suspects, 29 medical examination
Initial investigation identified 42 suspicious cases. In the first phase, 29 employees-officers were presented before the Special Medical Board of SMS Medical College, Jaipur.
The medical board was made up of specialist doctors, including different experts to investigate the audible, visually impaired and locomotor disability.
Shocking revelation: 24 certificate fake
The results of the investigation were shocking –
Little disrupted Category: All 13 of 13 Certificate fake.
Visible Category: 6 out of 8 fake.
Locomotor Divyang Category: 5 out of 8 fake.
In total, only 5 out of 29 employees were actually found to be more than 40% of the disabled. 24 people had got a government job by giving full false information and fake medical documents.
Legal aspect: What is the provision of punishment?
According to the law, getting a government job by giving fake documents is a serious offense under several sections of the Indian Penal Code (IPC) –
Section 420 – Fraud (sentence up to 7 years)
Section 467, 468 – Fake documents (up to life imprisonment)
Section 471 – Use of fake documents
In addition, there is also a provision of rigorous punishment under the Divyangjan Rights Act, 2016, which can contain both fine and jail.
Impact on reservation system
Divyang people get 4% reservation in government jobs. These 24 fake cases mean that the true 24 people remain deprived of their legitimate seat. It is not only a legal offense, but also against the principle of social justice.
Sog’s next action
SOG has sent information about all these 24 employees-officials to their departments. Now the FIR will be lodged on them, and it is possible that their services will be abolished. SOG is also investigating the other 13 suspect cases against whom action will be taken in the next phase.
ASP Bhavani Shankar Meena told that this is just the beginning-
“We will investigate such cases across the state. Whatever fake certificate is working with fake certificate, strict legal action will be taken against them.”
Big picture: Why is the business of fake certificate growing?
Cut-throot competition in recruitment: It is difficult to get selection among millions of applicants, so people take wrong advantage of reservation. Connivance in the medical board: Investigations have found many times that doctors or staff make false certificates by taking money.
Low monitoring: Re -examination of medical documents after recruitment is rarely.
What is the solution?
Centralized Digital Verification: Digital Register of Divisional Certificates at the national level.
Re-examination after recruitment: Compulsory re-test from the Medical Board within 6 months of joining.
Strict punishment: Immediate service termination and blacklist if found guilty.
Medical Board Accountability: FIR on doctors issuing false certificates.
This action of Rajasthan SOG can become an example. If it is implemented across the country, thousands of fake appointments can be revealed. The real challenge is that not only the guilty employees, but also the network giving them protection in such cases should be brought under the purview of the law.
