Chhattisgarh Junior Administrative Service Association members may have returned to work in different districts of the state on the 10th day after the incident of assault between lawyers and revenue service officers in Raigarh, but the protest from the lawyers is still going on. On behalf of the Advocates Association, the police are being accused of taking unilateral action and arresting only the lawyers. Due to the above development, the situation of deadlock still prevails in various districts. After the approval of the government to provide security personnel, the Tehsildars had announced the withdrawal of strike on Friday, but Monday was the first day of work after Saturday and Sunday holidays. Only the formalities have been reported from all the districts. It looks like it will take time for the work to get back on track. In many districts, even on Monday, the Tehsildar did not reach the office. This episode, which compels the public to make rounds of the court, is a victim of the apathy of the people responsible for the solution.
Administrative officers and advocates are expected to behave like a responsible section of the society and act responsibly to solve the problems. Lawyers have made the issue of rampant corruption in tehsils and are demanding probe into the assets of the officials. They do not seem ready at the moment to back down from their demands. The information containing the mobile number put up in the Tehsil office of Raipur is showing the seriousness of the matter, in which it has been said that on demanding bribe, inform and do not give money to any employee. Due to the strike, other works including conversion, caste certificate, death certificate have been suspended. Due to lack of proper system of giving information, people are coming to know on reaching the tehsil that the date of hearing of their case has been extended by 15 days. The report of the Inquiry Committee of Lawyers constituted to investigate the entire episode has not come yet, but it is clear that the general public will have to bear the brunt of this quarrel between the lawyers and the administrative officers. Corruption is a big issue, but it has become such a part of the system, which needs a strong will to root out. There is also a sad side that ending this impasse is not on the government’s priority list at the moment. If the officers have calmed down, then the lawyers are becoming aggressive. People’s representatives should seriously brainstorm for an accountable system. Transparency is essential to control corruption and this can be ensured only by the leadership.
