MP budget 2022: Gwalior, Naiduniya representative. Madhya Pradesh Finance Minister Jagdish Deora presented the state budget in the Vidhan Sabha on Wednesday. There is not much gift for Gwalior in the budget of 2 lakh 79 thousand 237 crores. It has been said in the budget to set up an incubation center in Gwalior. The incubation center is helpful in developing the startup business. Incubation centers are helpful for startups in the initial stage. These institutions provide business and technical facilities to startups as well as facilities such as mentorship, early development funds, networks and advisory support.
With this, efforts are being made to promote startup business in the city, so that the youth can move towards self-employment and earn their livelihood by opening their own company. Announcement has been made to provide 13 thousand teachers, six thousand constables and 41 thousand jobs in private sector in Madhya Pradesh. The youth who are preparing for government jobs have got hope from it. Apart from this, 14 roads have been announced in rural areas at a cost of Rs.32 crore. This time the state budget has given more emphasis on children and education. A separate child budget of Rs 27792 crore has been made for children. At the same time, it has been announced to open 360 CM Rising School for education. These schools will also be opened in Gwalior, so that needy children will be able to get facilities like private schools. At the same time, the business class says that they neither got much happiness nor sorrow in this budget. The traders hoped that the government would reduce the VAT on petrol and diesel, so that it would provide relief to the common people as well as the traders, but nothing like this happened. Apart from this, many other demands and suggestions were sent to the government, including reducing the stamp duty on the registry, through other business organizations including Chamber of Commerce, but they have not been implemented. It is only a matter of relief that no new tax has been imposed, but according to experts, after the Goods and Services Tax, the state government has no option to impose a new tax.
Now there will be hope from the public representatives: Many such announcements have been made in the budget, which are effective for the entire state. In such a situation, it is now expected that the people of Gwalior can get the benefit of these announcements through public representatives. In terms of political leadership, Gwalior’s dominance is from the state to the central government. Union ministers Jyotiraditya Scindia and Narendra Singh Tomar both belong to Gwalior. Apart from this, there are two ministers from Gwalior in the state cabinet. In such a situation, now the eyes are on them that how much benefit they are able to get the city from the provisions made in the budget.
GI tag to Paddy of Chinore: The state government has also emphasized on promoting the agricultural products of Gwalior. There is a bumper production of paddy in Chinore of Gwalior. It has been said in the budget that the paddy here will get GI tag. This means that this crop of Gwalior will be recognized internationally.
Opportunity will be given by increasing medical seats: An announcement has also been made to increase the seats in medical colleges in the state budget. At present there are 2035 seats in the state, which is to be increased to 3250. Thus there will be an increase of 1215 seats. At present there are 200 seats in Gajraraja Medical College, Gwalior, which is already proposed to be increased to 250. With the announcement of the state government, it is expected that the seats in Gwalior may increase to 350. With the increase in seats, more doctors will be available in the state.
Traders disappointed due to non-fulfillment of these demands: VAT on petrol and diesel is higher in Madhya Pradesh as compared to other states of the country. It should be reduced. The development also stops due to the high weight compared to the neighboring states. At present, 12.5 percent tax and five percent GST are levied on the registry. In other states, Maharashtra etc., the expenditure comes up to only four to five percent. So the registration fee should be less. Traders in the state are paying many other taxes including GST. Therefore, professional tax should be abolished. Due to low production, pulse mills run only for four months in a year. The rest of the day millers do business by importing pulses. Mandi charges in the state are much higher than the neighboring states of Gujarat, Maharashtra, Chhattisgarh. Due to this the pulse industry is lagging behind and mills are shifting to other states. Therefore, imported pulses should be exempted from mandi duty. Business is greatly affected by natural calamities, epidemics like COVID. Small businesses just fall apart. For this, the government should create a disaster-disaster fund, so that the businessmen can get financial help in case of need. The said help can be withdrawn later in installments. Although there is a mention of disaster-disaster fund in the budget, but whether it is for the common man or businessmen, there is confusion on this.

No attractive scheme has been presented in the budget for industry and business. The Pradhan Mantri Swarozgar Yojana, which was run for the employment of youth, was stopped, in which 30 percent subsidy was available, while the government has presented the Mukhyamantri Yuva Kranti Yojana which gives interest subsidy. If the state government gives some attractive schemes like free land, electricity at affordable rates to establish self-employment, then it will increase employment opportunities and economic activities in the state. The provision of only 200 crores for MSMEs and traders and 112 crores as interest subvention to self-employed people is very less.

No new tax has been imposed in the budget of the state government. Petrol and diesel prices are very high in Madhya Pradesh. Petrol is cheap and weight is less in the neighboring states. The tax system should be competitive. The tax should not exceed that of the neighboring state and there should be no tax which is not levied in the neighboring state. We expected that the state government would reduce its VAT to reduce the prices of petrol and diesel, but it has not happened. We still hope that the state government will consider the suggestions sent by us earlier and take a decision in this regard also.
