New Safety Rule: The Ministry of Road Transport and Highways has today made helmets mandatory for children below four years of age on two-wheelers, with new traffic rules making it mandatory for children to use helmets and harness belts, and at the same time limiting their top speed. Limit up to 40 kmph. Violation of the new traffic rule can result in a fine of Rs 1,000 and suspension of driving license for three months.

The Central Motor Vehicles Act has been amended to incorporate a new rule to ensure the safety of children who sit behind on a two-wheeler. This rule covers children up to the age of four. As per the new rules, the safety harness used should be lightweight, waterproof, cushioned and have a load carrying capacity of 30 kg. In order to secure the child during the entire duration of the ride, the rider has to tie the child to the safety harness, which comes with two straps.
Top speed too limited
The new rule makes it mandatory for children up to four years of age to wear a crash helmet or a bicycle helmet when riding backwards. You may recall that the Center has already notified the manufacturers to start making helmets for children. It also makes it mandatory for two-wheeler riders to ensure that the vehicle speed does not exceed 40 kmph while traveling with children.
Earlier in October last year, the ministry had proposed a change in the rule by issuing a draft notification. It proposed making it mandatory for riders to use safety harnesses for children and crash helmets.
