Why is the Minsk Agreement being called?
The Minsk Agreement is a ceasefire agreement. However it never worked. The agreement was signed between Ukraine, Russia and the European body OSCI. For the first time this was done in 2014 with the intention of peacefully ending the separatist movement in Donetsk and Luhansk. In this, the ceasefire was not successful even after all the parties agreed and signed it. After this the Minsk-II agreement was also done, but even after this agreement, the possibility of a ceasefire could not be made. Ukrainian rebels continued to attempt to capture the region and declare it independent. But it was recognized that the consensus reached at Minsk-2 would form the basis for future reconciliation efforts. The biggest obstacle to this agreement not being successful was a condition. Under this condition, all foreign fighters, armies, military equipment will have to be removed from Donetsk and Luhansk. This was not possible because it was directly related to Russia.
