New Delhi. Efforts to improve the health system in Delhi government hospitals have intensified. A report filed in the Delhi High Court has recommended radical changes in the existing health system of the capital. The six-member committee headed by ILBS Director Dr. SK Sarin has submitted the 267-page interim report to the High Court. In this report, a complete report has been prepared regarding OPD timings, free medicines, ICU beds as well as shortage of nursing staff, technicians and doctors of many other hospitals including LNJP, the largest hospital of Delhi government. The reform committee led by Dr. Sarin in its report has pointed out the major shortcomings of Delhi’s hospitals and called for immediate action. At present, there is a huge shortage of medical professionals in the hospitals of Delhi. Doctors of important departments are also not available in the hospitals of Delhi. Along with this, there is a shortage of sufficient ICU beds and people to operate ventilators. Hospitals do not have referral systems for the general public. There is shortage of medicines and surgical materials in hospitals.
The condition of Delhi’s hospitals is getting worse day by day.
Preparation to make major changes in Delhi’s health department
Dr. Sarin has said in the report that despite the imposition of Model Code of Conduct, this report should be implemented within 30 days. For this the committee has suggested three plans. First, this plan should be implemented for short term period within 31-90 days. Second, should be implemented within 91-365 days and third long term within 1-2 years.
The Committee said that immediate measures should be taken in this regard, deployment of consultants, transfer of unused equipment to facilities where expertise is available and non-functional equipment should be made functional. It should also be ensured that work is done round the clock. It is also necessary to computerize OPD registration and medicine distribution counters. There is a need to create a control room so that people get ICU and HDU beds at the right time. Along with this, 1024 ICU beds will be added immediately in the hospitals of Delhi.

For this, 50 percent of the vacant posts should be filled immediately. For appointment to these posts, examination should be taken through UPSC etc.

– 24 hours OPD registration and computerization of medicine shops.
– Control rooms should be made in the hospital for ICU and HDU beds.
– Additional 1024 ICU beds should be added in Delhi hospitals.
– Referral coordinator should be appointed from each hospital to feed data information.
– It should be ensured that the equipment is made functional and it continues to work round the clock.
– Computerization of OPD registration and medicine dispensing counters.
– Hospitals will have 5% ICU and large, 20% ICU beds.
– Filling 15% vacancies immediately by appointing consultants.
– Salary and allowances should be equal to regular employees.
– A panel of private visiting consultants should be formed in radiology, anesthesia, critical care, orthopedics, neurosurgery etc.
– Regular selection through UPSC etc. should be streamlined and expedited. Out of these, 50% posts will be filled.
– Equipment should select PPP model for urgent measures ultrasound, CT scan, MRI scan etc.
